追赶超越和五个扎实

2015年，习近平总书记在陕西视察时指出，“陕西正处在追赶超越阶段”，“希望陕西的同志抓住难得的历史机遇，锐意改革创新，拓展发展思路，把陕西改革发展稳定各项工作做得更好”，和“五个扎实”要求。“追赶超越”无疑是对陕西发展阶段的全新定位和全新要求。陕西“追赶超越”的重点就是“五个扎实”。要按照省委《通知》要求，聚焦和倾力“五个扎实”，在扎实推动经济持续健康发展上求提升、求超越；在扎实推进特色现代农业建设上求提升、求超越；在扎实加强文化建设上求提升、求超越；在扎实做好保障和改善民生工作上求提升、求超越；在扎实落实全面从严治党上求提升、求超越。把“追赶超越”体现在发展总量的扩张上、发展质量的提升上、发展模式的创新上。

“Catch-up and surpass the advanced economies” and “five down-to-earth promotes” (i.e. promote the sustainable and healthy development of economy, promote the construction of agricultural modernization, promote the construction of culture, promote the guarantee and improvement of people’s livelihood and promote the overall implementation of strict rules for CPC members)

During his visit to Shaanxi in 2015, Secretary-General Xi Jinping pointed out that “Shaanxi Province is on its stage of catching-up and surpassing the advanced economies”, and so he “hoped that people in Shaanxi should seize upon the historic opportunities to reform, innovate and expand ideas, so that they can do better in comprehensive development and stability, up to the requirements of “five down-to-earth promotes”. “Catching-up and surpassing the advanced economies” is no doubt a new positioning and requirement for the general development in Shaanxi. To “catch-up and surpass the advanced economies” is to focus on the “five down-to-earth promotes”. According to the Notice issued by the Shaanxi Provincial Party Committee, we are going to concentrate on the “five down-to-earth promotes” and pursue surpass on the basis of developing a sustainable and healthy economy, of constructing modern agriculture with provincial characteristics, of strengthening cultural construction, of guaranteeing and improving people’s livelihood, and of promoting the overall implementation of strict rules for CPC members. The “catch-up and surpass” will be reflected in the promotion of gross quantity, quality and creativity in development.
