“Xi'an Declaration” Released at the Global Hard & Core Technology Conference 2017
On Nov 7 and 8, the Global Hard & Core Technology Conference 2017 was held in Xi’an, Shaanxi Province, which was co-directed by China’s National Development and Reform Commission, Ministry of Science and Technology, Ministry of Industry and Information Technology, Shaanxi Provincial Government and organized by Communist Party of China Xi’an Municipal Committee and Xi’an Municipal Government.
With “Hard & Core Technology Changes the World, Leads the Future and Develops Xi’an” as its theme, the conference, which was focused on the hard & core technology “the Eighth Route Army” (8 industries with great development and huge potentials based in Xi’an) of hosted 16 sessions of activities including the opening ceremony and the summit forum and 15 sub-forums. It also released the policies of Xi’an government in association with supporting the development of hard & core technology and the Xi’an Declaration of the Global Hard & Core Technology.

So far, the increasingly deepened knowledge of origins of universe, the earth, and the human consciousness has enriched and diversified the basic knowledge of humanity on objective and subjective worlds. The new round of technological revolution and industrial revolution worldwide is in full swing and has become the important force for creating beautiful future for human beings. As the sectors of most intensive research and development worldwide, information network, biotechnology, new energy, new materials, intelligent manufacturing are breeding disruptive technologies of great industrial revolution prospects, which will continuously create new products, new demands, new business forms and models and will lead a multitude of scientific and technological sectors to make great innovative breakthroughs.
At the dawn of the new day of humanity fate, waves of innovation sweep the world from Europe, Americas to Asia-Pacific, from the Atlantic Ocean to the Pacific Ocean, which has witnessed the rapid growth of science and technology centers of the world. In China, the major achievements of science and technology such as the space lab Tiangong, the five-hundred-meter aperture spherical telescope Tianyan, the dark matter probe satellite Wukong, the deep-sea manned submersible Jiaolong, the quantum science satellite Mozi, have shone the most brilliant oriental light in the starry sky of scientific and technological development.
As history reveals, every revolutionary progress of human society is indispensible from breakthrough of science and technology, new discovery of sciences, technical achievements of innovation, technology of mode of existence of human society and application of core competition of technology in industries, all of which belong to the innovation of hard & core technology and have all along served as the fundamental force to drive forward human civilization.
Today, in the heart of the ancient Chinese civilization - Xi’an, all representatives who attend the Global Hard & Core Technology Conference 2017 make a joint proposal as follows:
I. Build confidence and belief to overcome difficulties of science and technology. There is no royal road in the exploration of sciences and only those who do not dread the fatiguing climb of its steep path have a chance gaining the luminous summits. Hard technology is a hard truth for powerful technology. Let’s grasp the pulse of the technological innovation, and focus our efforts on the critical points on aerospace engineering, artificial intelligence, biotechnology, optoelectronic chips, information technology, new materials, new energy, intelligent manufacturing to make landmark accomplishments of innovation.
II. Develop hard & core technology based on human resources made available around the world. In today’s world, innovation elements such as talents, capitals, technology, products and information are having rapid movement worldwide, which bring with them the expedited technical transfer and industrial restructure. Only the implementation of more opening policies of human resources can increase the attraction for excellent talents of science and technology across the globe. Only with the proper attitude of treating talents respectfully and without discrimination and bringing every talent into full display, can we be placed on the commanding height of technological innovation.
III. Make hard & core technology the new identity of Xi’an. Xi’an, known as Chang’an in ancient times was the vivid memory of Chinese cultures. At the time of deep merge of Chinese cultures with the world, Xi’an that is the origin of Chinese civilization will consistently make endeavors in developing industries of hard & core technology and identify and distinguish the manufacturing of the city with hard & core technology. It will also keep on raising the level and capacity of enterprises in terms of intelligent manufacturing and make itself the model city of the national strategy Made in China 2025 with refreshed innovative vitality and energy.
IV. Take an active part in the global innovative network. The global innovative activities are developing in the direction of network, individuation, opening up and clustering, and the innovative start-up groups represented by geeks and makers driven by new technologies and based on Internet technology are now opening a new model of technological innovation. Only by embracing this trend and continuously stimulating innovative start-up can we have the unprecedented fertile soil for innovation.
V. Promote the philosophy of humanity community of shared future in science and technology. Global climate change, shortage of energies and resources, network information security, pollution of atmosphere, ocean and ecological environment, epidemic diseases are now increasing the risks and complication of common challenges facing human beings, which call for the urgent need of coexistence and coordination in the research of science and technology. Let us focus efforts more on innovating technologies in the public domain of human beings, promoting deeper cooperation and resource sharing, and advancing the more extensive joint action worldwide in science and technology.
