Xi'an sets five-year development goals

The 14th Communist Party of China (CPC) Xi'an Congress kicked off in Xi'an, capital of Northwest China's Shaanxi province, on March 13.

The congress summarized major work since the 13th CPC Xi'an Congress and put forward the main goals and tasks for the next five years.

In the past five years, the average annual GDP growth rate of Xi'an was 6.4 percent.

The per capita disposable incomes of urban and rural residents reached 46,931 yuan ($7,391.41) and 17,389 yuan, respectively.

R&D investment intensity remained above 5 percent, and the number of national high-tech enterprises exceeded 7,000

The city's 12 pieces of reform experience in the comprehensive innovation and reform experiment were replicated and promoted nationwide.

In 2021, there were 265 days with good air quality, an increase of 73 days over 2016.

Over the next five-year plan period, Xi'an is expected to reach a GDP of more than 1.5 trillion yuan, have 12,000 national high-tech enterprises, and exceed 650 billion yuan in total imports and exports.

Additionally, the total output value of industrial enterprises above a designated size – those with annual output value of 20 million yuan or more – in strategic emerging industries should account for 54 percent of the city's total industrial output value.

The city should also promote a better combination of efficient markets and strong governance, and achieve a world-class business environment.
