Fellow Deputies,
On behalf of the Provincial People’s Government, I now present to you the report on the work of the government for your deliberation and for comments from the members of the Provincial Committee of the Chinese People's Political Consultative Conference (CPPCC) as well as from those attending the meeting as nonvoting members.

I. Implementation of the objectives and tasks set out at the First Session of the 12th Provincial People’s Congress

With a complex international environment and rising downward pressure on the domestic economy, last year presented a grim picture rarely seen in recent years. We implemented thoroughly the spirit of the 18th National Congress of the CPC, grasped firmly the overall work keynote that seeks progress in stability, faced difficulties head on and implemented policies in a comprehensive way, and achieved economic progress and improvement whilst ensuring stability across the province. It is forecast that gross domestic product will reach 1.6 trillion yuan, increasing by 11.1%; total fiscal revenue will reach 300.31 billion yuan, and local fiscal revenue 174.72 billion yuan, up by 11.4% and 16.8% year on year respectively; incomes of urban and rural residents will reach 22,800 yuan and 6,500 yuan respectively, up by 10% and 13%. We maintained the momentum of a good and rapid development in Shaanxi, and had a good start for the new government.

(I) We adopted effective measures to ease the downward pressure, and achieved steady and rapid economic growth. It was a very difficult year last year for the province’s industry as some regions were affected in the devastating drought and severe flooding. We attached equal importance to expanding the output and sales in energy sectors and to the quality and efficiency improvement in non-energy sectors, increased agricultural output and farmers’ income through developing modern agricultural zones, sped up the development of the tertiary industry through cultivating consumption hotspots, and offered businesses 22 billion yuan in tax and fee cuts. These measures clearly paid off. Industry was in a lead despite the difficulties. The coal industry grew at a rate 6.5 percentage points higher than the national average. Raw coal output grew by 7%. Growth in non-energy sectors was 8 percentage points higher than that in the energy sectors. Industry above a designated scale is forecast to achieve 720 billion yuan in terms of value added, marking an increase of over 13%. Having overcome the disasters, we had the tenth consecutive bumper harvest in agriculture, with 121.58 million tons of grain production, a 3.5% growth in fruit output, and good production and marketing of meats, eggs, dairy and vegetables. The cultural industry grew by 26%, with its share in GDP rising by 0.5 percentage points. Total social retail sales grew by around 13.8%, while consumer price rose by 3% and was basically stable.

(II) We did all we could to push ahead with the construction of major projects, and grew our capacity to support growth. We promulgated strong and effective measures to optimize the investment structure, give full play to the role of private capital, improve efficiency in utilizing capital, make good project planning and project reserve, and drive economic growth and efficiency through improving the overall quality of and making progress on major projects. The total fixed-asset investment in the year reached 1.58 trillion yuan, up by over 24%. Of this, investment from the private sector accounted for 43.6%. Rapid progress was made in a number of major leading projects. The Samsung project will soon reach designed capacity. Three railways, including Line 2 of the Xi’an-Ankang railway and Subway Line 1 of Xi’an, were completed and put into operation. Five expressways with a total length of 280 kilometers, including the one linking Yan’an and Wuqi, were inaugurated. Investment in key demonstration towns reached 128% of the planned amount. Major progress was made particularly in the building of water conservancy projects. The experimental tunneling of the Han River to Wei River Water Transfer Project and the preliminary work on water transfer from the Yellow River were laid out smoothly. A number of projects aimed at harnessing the Han River, including the Ankang East Dam, were completed on schedule. The main part of the 630 kilometer-long embankment project of the Wei River was completed, while the first phase of the embankment reinforcement and flood detention basin project of the Nanshan Tributary was completed. The rivers were safe during the flood season last year when the flow alarm was turned on.

(III) We strived to cultivate new pillar industries and brought all-around changes to structural adjustment. In respect of the features of the economic structure and the growing constraints on the environment and resources, we put forward strategic measures to cultivate new pillar industries through actively developing the automotive, electronics and information, aviation and aviation service, culture, new materials and biomedicine industries. At the same time, we continued to move the energy industry up the value chain, and promote the upgrading of traditional industries. We effectively implemented the “One City, One Policy” measure, and resolved in a timely manner difficulties confronting the private sector. The effects of the industrial, regional and ownership structure adjustment continued to take form. Total automotive sales in the year reached 410,000, with an output value of 100 billion yuan. An electronic information industry chain based on the R&D of flash memory chips was rapidly taking shape. The 30 key cultural projects were all initiated. Tourism income hit a record high of 213.5 billion yuan. Of the 30,000 small and micro businesses newly established in the province, the share of non-publicly-owned ones notched up by over one percentage point. Yanchang Petroleum Group became the first company in China’s western region to enter into the Global 500 league table. The growth rates of cities in the central and southern parts of Shaanxi were higher than the provincial average, whilst the ones in northern Shaanxi managed to grow against all odds. It was particularly heartening that businesses were becoming more of an innovator as the province-wide turnover of technology contracts stood at 53.3 billion yuan, and the number of licensed patents reached 21,000 pieces, up by 59.3% and 39.8% respectively.

(IV) We pursued vigorously the optimization of the business environment and the improvement of investment quality, and built some initial momentum for developing an export-oriented economy. We made innovations in the mechanism to pragmatically attract investment, promoted trade facilitation based on the program to improve customs clearance efficiency, improved work efficiency through increasing project service accountability, and built a good business environment on the basis of good services. The Euro-Asia Economic Forum was successfully held. Projects signed at the Investment and Trade Forum for Cooperation between East and West China (ITFCEW), China Yangling Agri High-tech Fair, the Shaanxi, Guangdong, Hong Kong and Macao Economic Cooperation Activity Week, and the Private Businesses Entering Shaanxi activity were further implemented. Cargo rail services from Xi’an to Almaty were launched. Flights from Xi’an to Helsinki and Xi’an to Seattle were inaugurated. The Samsung project brought along 59 related businesses to settle in Shaanxi, and a number of major projects, including the Samsung’s chip packaging and testing, Samsung’s electronic information research institute, Johnson & Johnson’s supply chain base and Microsoft’s innovation center, were materialized. The annual domestic investment amounted to 418.9 billion yuan, while actualized foreign direct investment reached 3.68 billion US dollars, up by 20.6% and 25.3% respectively. Export was valued at 10.2 billion US dollars, while import reached 9.9 billion US dollars, up by 18% and 61% respectively. Exports of the four categories of merchandises, namely heavy-duty trucks, power transmission and transformation equipment, airplane and parts, and apply juice concentrate, ranked securely among the top across the entire country.

(V) We adopted multiple measures to tackle environmental problems, and effectively promoted ecological progress. Led by the goal of building a low-carbon model province, we improved the exit mechanism for “highly polluting and highly energy consuming” industries, tightly controlled the emission of main pollutants, and accelerated the implementation of the second phase of the “Gasification Shaanxi” project. We eliminated 2,833,200 tons and 27.53 million meters of outmoded capacities in the steelmaking as well as printing and dyeing industries respectively, accomplishing the tasks set out in the 12th Five Year Plan two years ahead of schedule. Energy consumption per unit GDP dropped by 3.6%, while emissions of sulfur dioxide, chemical oxygen demand (COD), ammonia nitrogen and nitrogen oxides (NOx) were cut back by 3%, 2%, 3% and 4.2% respectively. All targets were met. We vigorously implemented the action plan to treat pollution, mitigate the haze and preserve the blue sky, eliminated 87,000 yellow-label vehicles, dismantled and upgraded 1,250 coal boilers, and strengthened control on fugitive dust at construction sites. We conducted an in-depth pollution prevention and treatment of the Han River, Dan River and Wei River. As 69% of the Wei River pollution treatment project was completed, water quality in the trunk stream improved continuously. The overall progress in sewage treatment in urban areas across the province ranked among the top in the country. Major progress was achieved in building 43 demonstration counties for environmental improvement of contiguous rural areas. A total of 342,000 hectares of forest was planted in the year; whilst 6,650 square kilometers of land was treated for soil and water loss. In Yan’an, 65,333 hectares of marginal farmland was planted with trees in the new wave of afforestation of marginal farmland.

(VI) We made parallel efforts to maintain the “two 80%s” and continuously improved people’s wellbeing. First, employment was in the best shape in recent years. Registered urban unemployment rate was maintained below 4%. A total of 430,000 new jobs were added to the urban areas, and 6.95 million rural labor forces were transferred to cities from the countryside. First-time employment rate for college graduates reached 88%. Second, we were still leaders in the country in terms of building low-income housing. The construction of 366,600 units of low-income apartments was initiated, of which 324,000 units were completed. Both figures exceeded the yearly targets. Some 220,000 households moved happily into their new apartments. Third, we implemented thoroughly the project to relocate people for the purpose of disaster avoidance and poverty reduction. In southern Shaanxi, the construction of 60,000 housing units in 620 relocation sites was launched. In northern Shaanxi, 90% of the construction of 16,000 housing units in 57 relocation sites was launched. With the relocation work in the northern foot of Qinling Mountain and Weibei Plateau kicked off, a total of 284,800 households were relocated, and 1.1 million people were lifted out of poverty across the province on a cumulative basis. Fourth, we further improved the social security system. The monthly pension for enterprise retirees rose by 188 yuan. Basic pension for residents above the age of 60 was raised from 55 yuan to 60 yuan per month. The standard for government subsidy in the medical insurance for urban and rural residents rose again by 50 yuan. The pilot program of compensation for major diseases for residents was established. Full coverage of “one stop” medical assistance services was achieved at county level and above. Some 30,000 beds were added to nursing homes. Subsidies were granted to the building of 135 rural public cemeteries. Fifth, we promulgated a series of new policies targeting special groups of people. We established the guaranteed minimum pension and normal adjustment mechanism for some population groups, provided living subsidies for retired experts with major contributions to the enterprises, made consolation payments to the surviving dependents of deceased employees who had participated in the old-age insurance scheme and to those of the deceased retirees, carried out work-related injury insurance system in public institutions, made one-off payments in a total of 184 million yuan to families which had lost their only child, and established a basic life security system for children infected with HIV/AIDS. Sixth, education equity was better promoted. The three-year-long preschool education action plan was successfully concluded. A total of 1,876 standardized public kindergartens were built, resulting in a rise of their share in total kindergartens from 18.1% to 27.7%. The work to regulate the operations of middle schools, elementary schools and kindergartens was launched. University admission rate further improved. The nutrition improvement plan and Egg and Milk Project in 83 counties and districts were combined, benefiting 2.27 million students. 1.3 million students from families with financial difficulties received a total of 2.128 billion yuan in aid. Seventh, medical security continued to improve. Reforms on county-level public hospitals were rolled out. At county, township, village and community levels, drugs were procured from a single source, sold at a single price, and distributed through a single channel, and were sold with no price mark-up. The pilot program on the medical group in Yan’an was launched. 361 village and town clinics and 170 county hospitals were placed under integrated management. We hired 2,221 medical school graduates for county and village medical institutions. We raised 5.5 billion yuan for the development of 37 projects in 35 hospitals at municipal and provincial levels. Five provincial-level key hospitals including the Northwestern Women and Children’s Hospital were basically completed, while the Northwestern Medical University was under construction. Eighth, fruitful achievements were made in cultural projects aimed at benefiting the people and in the creation of excellent artistic works. We completed the “Hu Hu Tong” project whereby 1.5 million households were provided access to radio and television services. Rural libraries were extended to all administrative villages. The government purchased 1,500 performance services, and set up public electronic reading rooms in 1,831 villages, towns, neighborhoods and communities. A number of excellent artistic works were either broadcasted on CCTV or won national awards. We succeeded in bidding for the organization of the 27th World Fellowship of Buddhists Conference and the China Art Festival 2016. At the 12th National Games, we won 9 gold medals, 11 silver medals and 11 bronze medals, the best ever record in the province’s history. Ninth, we made major progress in flood resistance and reconstruction. Faced with the torrential rain and flood disasters hitting 23 counties and districts, especially Yan’an, we timely initiated the emergency response, relocated 780,000 people and arranged properly the settlement for 239,000 people. We raised 1.7 billion yuan through various channels to fund the reconstruction. Some 41,000 people already moved into permanent housing. Tenth, we made steady progress in building a safe Shaanxi. Our records in terms of safe production were among the best in the country. The number of large accidents fell by 29.6%. Public safety management further improved. Great efforts were made to crack down on food safety crimes. A batch of backlog issues of complaints and petitions was resolved. The general public’s sense of security and satisfaction continued to rise.

(VII) We deepened reforms in key areas, and further unleashed the internal driving force for development. We stepped up efforts to optimize the allocation of state-owned assets, organized the science and industry group, environmental protection group, forestry group, supply and marketing group, and industrial development group. We coordinated in the promotion of administrative system reform and classified reform of public institutions, and completed the adjustment of the food and drug administrative system at provincial, municipal and county levels.  We eliminated and delegated 50 provincial-level approval items, eliminated and exempted 43 administrative charges, and for the first time recruited 457 civil servants from qualified rural migrants through examinations. We completed the effort to determine, register and certify the right to collective forest land. We relaxed relevant criteria for industrial and commercial registration, and initiated the development of pilot zones for the transformation and upgrading of private economy. In some industries we launched pilot programs to replace the business tax with a value-added tax, consolidated special funds in the provincial-level public finance, and accelerated the pace to establish local financial institutions.

(VIII) We carried out assiduously the mass line education activities, and saw marked improvement in the work of the government. The leadership of the provincial government took the lead in identifying and correcting their own problems, while various departments saw to the timely solution of the prominent issues that existed. The requirements relating to the “Eight-point Regulation” and the “Three No Increases” were fully implemented. All provincial departments disclosed their budgets and expenditures on public receptions, vehicles and overseas trips. Such expenditures dropped by 11.3% in the year. The size of the government’s payroll was strictly controlled. The number of documents issued by the provincial government, and the number of meetings held in the provincial government both declined remarkably. The number of deliberation and coordination organs shrank from 241 to 51. The number of festive celebrations and forums dropped from 19 to 11. The construction of 37 new government offices was called off. We investigated and dealt with 1,641 law- and discipline-breaking cases in the provincial government system. We submitted 12 pieces local regulation drafts to the Standing Committee of the Provincial People’s Congress, dealt with 590 pieces of proposals made by the deputies of the Provincial People’s Congress, and 774 proposals by members of the Provincial Committee of the CPPCC. We cleared up 671 regulations and regulatory documents published by the provincial government over the past five years, and formulated and revised eight pieces of government regulations.

Fellow deputies, the macro environment in the past year was grim, and the downward pressure on the economy was growing. Despite the fact that there was still a gap between the actual growth rate of the province’s economy and our expectation, we were still 3.5 percentage points above the national average. Our economy was still in ascendance and moving within a reasonable band. This was a result of the strong leadership of the CPC Provincial Committee, a result of the support from the Provincial People’s Congress and the Provincial Committee of the CPPCC, and a result of the concerted efforts of all fronts in the province. On behalf of the Provincial People’s Government, I hereby extend the highest considerations to all cadres and the masses, to the officers and soldiers of the armed forces stationed in Shaanxi, officers and soldiers of the armed police, and the public security police, I extend our sincere thanks to fellow deputies, members and the people from all walks of the society who have been supporting the work of the government!

Whilst acknowledging the achievements, we are acutely aware of the problems and difficulties that do exist. These include mainly the inability to rebalance in the short run an industrial structure biased towards heavy industries, the relatively slow development of the services sector, and the unfulfilled role of agriculture as a base. There is still insufficient dynamism in market entities. Stabilizing investment growth is becoming more difficult, whilst the problems such as the lack of urbanization, the economy not being export-oriented enough, and the low level of residents’ income, are still prominent. There is also a pressing need to make innovations in social management, and to strengthen continuously the capacity to deliver public services. There is a growing constraint on the resources and environment front, whilst treating air pollution remains a daunting task. Bureaucratism, formalism and extravagance still exist with varying degrees, while diligent and clean governance, as well as the fight against corruption, remains a long-term task. In this regard, we will take effective measures to resolve these problems in our work going forward.

II. Basic thoughts and expected goals of the work in 2014

This year we are facing both challenges and opportunities at the same time when it comes to the overall situation of economic and social development. The Chinese economy has entered into a period when the growth rate shifts to a lower gear, the growing pains of structural adjustment are being felt, and the stimulus policies adopted early on are being digested. Many unstable, uncertain and unsustainable factors still remain. However, what remains unchanged is the prospect of positive economic fundamentals in the long run. The economy of our province is also facing considerable downward pressure. Nevertheless, we are in an ascending channel of accelerated industrialization, and at the new stage of synchronized acceleration of industrialization, informatization, urbanization and agricultural modernization. The adjustment of the industrial structure is continuously creating new areas of growth. A batch of major projects serves as an effective guarantee of development. The Xixian New Area has been listed as a national-level new area. The three major areas are all at a tipping point to become areas of a higher level. The foundation for the rapid growth of the province’s economy remains solid. In particular, the strategic plans of the CPC Central Committee to comprehensively deepen reform, speed up new urbanization, and jointly establish the Silk Road economic belt, have brought new development opportunities to Shaanxi. We have the conditions and capacity to maintain the sound momentum of stable and rapid economic development.

The main objectives of our province’s social and economic development this year are as follows: gross domestic product is expected to grow at around 11%, total fiscal revenue and local fiscal revenue are to grow at 10% and 13% respectively, registered urban unemployment rate shall be kept below 4.5%, incomes of urban and rural residents are expected to rise at 11% and 12% respectively, the growth of CPI shall be kept within 4%, energy consumption per unit GDP shall decrease by 3.3%, emissions of sulfur dioxide, COD, ammonia nitrogen and NOx shall be reduced by 0.5%, 1.5%, 2% and 6% respectively. The main considerations behind setting the aforesaid objectives especially the economic growth objectives are the following. Given that our province’s economic growth rates in recent years were 3 to 4 percentage points higher than the national average, we set this year’s target at 3.5 percentage points. This is not only compatible with Shaanxi’s reality of rapid economic growth and with our mid- and long-term development objectives, but also conducive to shifting our focus on to structural optimization. This will not only help mobilize all parties concerned, but also satisfy the need for job creation and income rise for urban and rural residents.

To ensure that this year’s work is done successfully, we must be guided by the Deng Xiaoping Theory, the important thoughts of the Three Represents and the Scientific Outlook on Development, fully implement the spirits of the 18th CPC National Congress, the 2nd and 3rd Plenary Sessions of the 18th CPC Central Committee, the Central Economic Work Conference and Central Urbanization Work Conference, and the spirit of the 4th Plenum of the 12th CPC Provincial Committee, bear in mind our goal to build a prosperous Shaanxi, a harmonious Shaanxi and a beautiful Shaanxi, keep a firm grip on the overall keynote of making a steady progress, integrate reform and innovation in each and every aspect of social and economic development, grasp the opportunities, put pressure on ourselves, make steady progress, improve quality and efficiency, optimize structure in steady growth, innovate and develop in the course of deepening reform, promote opening up in the process of expanding domestic demand, foster harmony in improving people’s livelihood, and spare no effort to upgrade Shaanxi’s economy so that all people in the province can benefit from the development. 

III. Main work tasks in 2014

(I) We will grasp the key links that support growth and ensure the steady and rapid development of the economy.

We will continue to make sure that we stabilize production, promote sales and protect the market share when it comes to industry. We will focus on providing services and coordination for the 500 new capacity projects to be added, and help key industries and enterprises expand sales. We shall aim at realizing a 13% growth rate for industries above the designated scale. We will establish a green channel for the transport of coal from Yulin to the outside, and promote direct transactions between power generating enterprises and users. We will implement tax cut and tax break policies, and support leading enterprises in equipment manufacturing to expand their supporting networks within the province. We will guide construction contractors in the province to match with producers of building materials and metallurgical products, speed up the construction of photovoltaic power stations, support the inclusion of automobile products manufactured in the province in the government procurement catalogue, and promote the sales of related products.

We will maintain the rapid growth in investment on the basis of structural optimization. We will fully implement the approach of promoting investment through major projects, establish the negative list approach to investment administration, further unleash the dynamism in private and foreign investment, direct capital to structural adjustment, infrastructure, livelihood improvement, environmental protection, etc. We will aim at realizing 1.97 trillion yuan of investment this year, registering an increase of around 25%. We will strive to complete and put into operation projects including the Datong to Xi’an Passenger Dedicated Railway Line, Xianyang to Xunyi Expressway, the Southern Section of Subway Line 2 in Xi’an, Hanzhong Airport, and Wanggedu and Nangoumen water reservoirs, speed up the construction of the Xi’an to Chengdu Passenger Dedicated Railway Line, the coal-dedicated railway line from Western Inner Mongolia to central China, the inter-city rail from Xi’an North to the airport, Subway Line 3 of Xi’an, the highway along the Yellow River, Yan’an new airport, the 750kv power grid, the Han River to Wei River water transfer project, Dongzhuang water reservoir and the Yellow River water transfer project.

We will adopt comprehensive measures to expand consumer demand. We will speed up the implementation of the scheme to double the income of urban and rural residents, improve the collective wage bargaining system in enterprises, and ensure the proper payment of rural migrants’ wages. We will vigorously implement the strategy to building a strong province through improving product quality, and crack down on the manufacture and sales of counterfeit and shoddy goods. We will strive to maintain price stability, stock up daily necessities, and initiate the price-subsidy linkage mechanism in a timely manner. We will arrange meticulously various activities to promote consumption, strictly implement the paid leave system, and forcefully cultivate consumption types such as cultural consumption, recreation, health consumption, old-age spending and credit consumption. As Xi'an is added to the list of national-level direct backbone network access points (NAPs) and is to become a demonstration city of the country's next generation of the Internet, and as the 4G network operation is to be developed, we will strengthen the building of information infrastructure, support the various Internet service providers to make innovations in and develop the Internet content industry, and spur a frog-leap development in electronic commerce and information consumption. We will strive to realize a 15% rise in total social retail sales this year.

(II) We will strengthen the comprehensive agricultural productivity based on the development of modern agricultural zones.

We will ensure food security and the quality and efficiency improvement in the production of main agricultural products. We will further enhance the accountability system of executive chiefs when it comes to ensuring the supply of affordable staple and non-staple food, and guarantee the food security red line in terms of the quantity and quality of arable land. We will reaffirm the 30 major grain-producing counties and 20 rain-fed crops high yield counties, and launch the development of 10 contiguous counties that will serve as a modern grain production base. We will develop 33,333 hectares of basic farmland, add 53,333 hectares of farmland with water-saving irrigation, and complete 6,667 hectares of gully reclamation in northern Shaanxi. The yearly sown area of grain will reach more than 300,000 hectares, with a total production of 1.15 million tons. We will accelerate the establishment of the national-level fruit wholesale market, formulate the mid- and long-term development plan for the fruit industry, and promote countywide fruit industry upgrading and transformation. Focusing on improving the breeding system, we will develop the 8 major mutton sheep producing counties in northern Shaanxi, 10 major beef cattle producing counties in Weibei, 10 major live pig producing counties in southern Shaanxi, and 10 major milk goat producing counties in central Shaanxi. Depending on the local conditions, we will adapt to develop industries producing vegetables, tea, dried fruits, and nuts such as red dates and walnuts.

We will accelerate the establishment of the agricultural business system. We will improve the functions of the existing 220 provincial-level modern agricultural zones, and build 80 new ones.  We will actively develop various forms of scaled operations, and focus our support on 10 leading enterprises, 100 advanced demonstration cooperatives, 1,000 specialized farms, and 10,000 professional farmers. Through straightening out the system, we will promote the expansion of scale and the increase in value added of the agro processing industry. We will give full play to the Yangling Demonstration Zone as a model project, coordinate agricultural and scientific resources, and build a modern agricultural services framework where non-profit agricultural services system is the mainstay and business service organization are the supplementary forces, and where the professionals provide guidance, big farm owners make the production and the society provides the services.

We will fully implement the policies aimed at building farmers’ capacity, benefiting them and raising their income. We will establish and then improve a mechanism that ensures the steady increase in investment on agriculture, the countryside and the farmers, and reinforce the consolidation of funding earmarked for agricultural projects. We will focus the resources on promoting the development of high-standard farmland, key water conservancy projects and the building of beautiful villages, and enhance the capacity of agriculture and the countryside to develop sustainably. We will make sure the work to determine, register and certify the rights to contracted rural land, rural housing land and collective construction land is done in a category-based and orderly manner, strengthen the management and services relating to the transfer of land-use rights, promote the open, fair and standardized transactions of rural property ownership transfers, and actively explore effective channels to increase the property incomes for the rural population.

(III) We will focus on cultivating new pillar industries and strive to realize the upgrading of Shaanxi’s economy.

We will coordinate and promote the shifting of energy and chemical industries towards the higher end, and the rapid growth of emerging industries. We will consolidate and improve the pillar status of energy and chemical industries, and speed up the process of nurturing and growing new pillar industries with a view to forming a new pattern of multiple supports and diversified drivers. We will intensify the effort to explore new minerals through geological surveys, and, in the general direction of coal liquefaction and coal-to-olefins conversion, accelerate the construction of projects such as the ChinaCoal Shaanxi Yuheng coal chemical project and the Pucheng coal-to-olefins demonstration project of Shaanxi Coal and Chemical Industry Group, with a view to building a complete industrial chain from the exploration of coal-derived oil and gas to fine chemical industry. In order to expand the scale of the automobile industry as soon as possible, we will develop, based on the thinking of strengthening the production of both complete vehicle and parts and components, the manufacturing of heavy-duty trucks, new energy vehicles, gearboxes and other products, support the acceleration of projects such as the 200,000 heavy-duty trucks by Shaanxi Automobile Group, the 700,000 vehicles by BYD and the 200,000 complete vehicles by Geely, and materialize such investment projects as the Hyundai automobiles and the Samsung SDI new energy cell batteries. Based on the production of memory chips, we will promote the overall development of the manufacturing of electronic grade silicon materials, semiconductor assembly and test, and the manufacture of intelligent terminals, and speed up the implementation of backbone projects such as the Fengxi New Town cloud computing and big data center, with a view to forming an electronic and information industrial system with a comprehensive coverage of subsectors. We will actively follow up on the research, development and manufacture of large transport aircraft, engage extensively in the MA700 aircraft project, build an industrial park for unmanned aircraft development, and develop the aviation and supporting industries. We will build a new materials industry chain with a focus on the deep processing of titanium alloy, Al-Mg alloys and the molybdenum metal, support the province’s enterprises to participate in space and aviation, equipment manufacturing and the development of automotive parts. In taking the opportunity brought about by the establishment of the Johnson & Johnson supply chain base, we will promote the clustered development of the biomedicine industry.

We will vigorously promote the integrated development of the cultural industry, modern services and related industries. We will tap into the cultural deposits, make innovations in systems and mechanisms, actively cultivate cultural market entities, accelerate the implementation of 30 major cultural projects, and strive to achieve more than 25% of growth in the cultural industry. We will build a high-level cultural asset operations and investment platform, and expand the size of the cultural industry investment fund to 1 billion yuan. We will speed up the establishment of Xi’an national-level digital publication base, printing and packaging industrial base and advertisement industrial park, and support the integrated development of the West Movie Group and Shaanxi Cultural Industry Investment Group. We will promote the integration of the cultural, creative, tourism, information, science and technology, and financial industries, and guide the interactions among publication, performance, comic and animation and other industries. We will formulate policy measures to support the development of the modern services industry, with a focus on developing logistics, conventions and exhibitions, finance, services outsourcing, high technology services, etc. We will ensure the smooth implementation of the 100 key projects, cultivate 100 large services enterprises, promote the trial project on provincial-level services industry comprehensive reform and standardization, and establish electronic trading centers for bulk commodities such as coal, building materials and pharmaceuticals.

We will effectively implement the transformation and upgrading of traditional industries and the elimination of outmoded capacity. We will continue to implement the “one hundred technical renovation projects with an investment of one hundred billion yuan”, speed up the transformation of traditional industries such as nonferrous metals, textile, metallurgy and building materials, and realize the transformation and upgrading of the construction industry with a view to building an industry that is big and strong. We will publish an aggregate implementation scheme for energy consumption, apply rigorous environmental standards on initiating new projects, continue to build circular economy parks, and resolutely eliminate unqualified steel, cement, electrolytic aluminum, sheet glass production as well as high-polluting enterprises. We aim at eliminating 4.97 million tons, 20 million meters and 1.25 million weight cases of outmoded capacity in the year.

We will vigorously implement the innovation-driven strategy on the basis of strengthening the innovation capacity of the businesses. We will take advantage of the establishment of a national innovation province, deploy an innovation chain around the industry chain, and implement joint major special projects of the enterprises according to the pillar industries’ and leading enterprises’ needs for critical technologies. We will continue to carry out the quantitative evaluations on R&D investment in provincial state-owned enterprises, reinforce the establishment of the base for pre-production pilots, intensify the protection and utilization of intellectual property rights, accelerate the commercialization of scientific and technological research fruits, and accomplish the province-wide transfer and commercialization of pre-production projects of the 10 advantageous industries within this year. We will explore a mechanism where technological innovation projects are determined by the market and an expenditure distribution mechanism, and support enterprises to set up engineering research centers. We will launch the provincial intellectual property rights operating platform, and promote the rapid development of technology companies. We will speed up the establishment of featured technology industrial parks and demonstration bases, support the Xi'an High-Tech Industries Development Zone’s effort to establish a national independent innovation demonstration zone, and build a reform demonstration base of scientific and technological resources integration in Fengdong New Town. We will give full play to provincial centers for the integration of scientific and technological resources, and promote the rapid development of the various forms of science and technology consulting services.

(IV) We will adhere to the principle of putting people at the core, and strive to improve the quality of new urbanization. 

We will step up the effort to register eligible rural migrants as permanent urban residents. We will lift the restrictions on household registration at counties and designated towns, orderly relax the restrictions on settlement in the urban areas of prefecture-level cities, set out reasonable criteria for people settling down in the urban areas of Xi’an, eliminate the blind spots in the management services for the migrating population, and improve the province-wide unified “residence permit” system. We will continue to carry out the settlement of rural residents in cities, and complete the transfer of 900,000 people this year. We will integrate the basic old-age insurance and basic medical insurance systems for urban and rural residents, and encourage rural migrants to participate, as early as possible, and stay in such insurance programs in the urban areas. We will implement a distribution system for indemnificatory housing that treats rural migrants and urban residents equally, build public rental housing in areas where there is a concentrated rural migrant population, and encourage enterprises hiring a large number of rural migrants to build dormitories. We will gradually cover rural migrants’ children under the compulsory education budget and include them in the all-inclusive preschool education and free secondary vocational education programs, and improve the policies concerning the participation of qualified children of rural migrants working in cities in senior middle school entrance examinations and college entrance examinations. We will sort out the fiscal distribution relations between different levels of governments, establish a cost-sharing mechanism for registering eligible rural workers as permanent urban residents, and gradually form a system whereby the permanent resident population is used as a major factor in determining how provincial financial transfer payments are arranged.

We will improve the urban system according to the needs optimize the spatial layout and form of the cities. We will stick to the thinking of “developing Xi’an better, making cities more beautiful, building stronger counties, growing larger towns and making communities better”, and promote the new-type urbanization that puts people first, advances the four modernizations all together, makes scientific layouts, develops in an environment-friendly way and values cultural inheritance. We will formulate and implement the province’s new-type urbanization development plan, and develop an urban spatial structure with “one core, two axles and two belts, three corridors and four poles”, whereby the Greater Xi’an region will be the core, Baoji, Yulin, Hanzhong and Weinan will be the growth poles, the regions along the Lianyungang-Lanzhou Railway and the Lianyungang-Khorgas Expressway will be the horizontal axle, the regions along the Baotou-Maoming expressway will be the vertical axle, the regions along the Great Wall in Northern Shaanxi and the Shiyan-Tianshui Expressway will be the two belts, and the regions along the Beijing-Kunming Expressway, Fuzhou-Yinchuan Expressway and Shanghai-Xi’an Expressway will be the corridors. We will grasp the major opportunities brought about by the turning of Xixian New Area into a national pilot zone for innovation of urban development modes, expedite the pace of building Greater Xi’an with provincial and municipal efforts, and actively take forward the development of city clusters in the central Shaanxi plain. We will support Baoji, Weinan and Hanzhong in their efforts to improve the carrying capacity, support Yan’an’s effort to coordinate urban and rural development and build the new town, support Yulin’s effort to optimize the spatial layout of the land and carry out pilot projects for land use, support Tongchuan’s effort to transform from a resource-based city, support Ankang’s and Shangluo’s efforts to guide on the group migration of people to the peripheral regions, and support Yangling’s effort to build itself into a world-famous agricultural technology innovation city. We will forcefully develop small cities and towns, build 43 key counties, 35 provincial-level key demonstration towns and 31 well-known cultural and tourist towns, and attract rural residents to in situ urbanization. We will intensify the efforts to protect ancient villages, launch the pilot project on the comprehensive consolidation of 21 contiguous towns, and speed up the establishment of 1,000 standardized new rural communities. Based on the county-wide industrial zones, we will accelerate the growth of county economy, the bulk of which will be non-public economy, and further promote the interactions between the industry and the city.

We will comprehensively improve the quality of urban development and the quality of management. We will intensify macro management, planning and guidance, and demarcate borderlines between cities in a reasonable way, and use land intensively and economically in the entire process of urbanization. We will choose some counties as the pilots for the “Three-in-One” planning program, in which the socio-economic planning, urban planning and land use planning are integrated. We will support qualified city investment companies’ effort to issue bonds and get listed in the stock market, guide development financial institutions to participate in infrastructure development in cities and towns, and encourage private capital to participate in the construction and operation of service infrastructure. We will grasp the opportunity that the state is intensifying infrastructure development in central and western regions, accelerate the construction of inter-city transport, comprehensive transport supporting facilities, underground comprehensive pipelines and tunnels, and garbage and sewage treatment facilities, and launch as soon as possible a number of state highway reroute projects in the counties. We will maintain a tight control on engineering project quality management, and effectively strengthen the supervision of the entire construction process. We will make innovations in the urban management system, establish a unified platform based on smart city pilots, consolidate public service resources, refine urban management, resolve resource inadequacy in community services, and tackle the issues of illegal demolition of private houses and traffic congestion in big cities. We will strictly enforce the provincial construction protection regulation, carry out extensively the campaign to build a garden city, a forest city and an eco-city so that the city’s history can be continued, that the city can be integrated into the nature, and that the residents are able to enjoy clear sky and clear water, and cherish nostalgic memories of their hometown.

(V) We will continue to improve people’s livelihood according to the requirement for basic sustainability.

We will put employment and re-employment on the top of our agenda. With a focus on college graduates, those urban residents with difficulties to enter into the job market and the veterans, we will promote employment, continue to ensure that grass-root medical institutions hire directly bachelor graduates, formulate policies that support incubator bases for college students and are combined with loan discounts for students starting up their own ventures. We plan to extend a credit line of 5 billion yuan in the form of petty loans. We will strengthen the monitoring of employment and unemployment information, intensify skills training and employment assistance, rigorously enforce the labor contract system, and strengthen the enforcement of labor security as well as labor dispute mediation and arbitration. This year we plan to create 360,000 new jobs in urban areas and relocate 6.25 million labor forces from the rural areas, and aim at reaching a higher-than-80% first-time employment rate of college graduates.

We will further improve the social security system. We will the efficacy of safety-net policies, gradually establish an adjustment system that accommodates the social security treatment of all types of people, improve the policies on the transfer and continuation of social insurance relations, promote the transformation of the social security system from a full system coverage to a full population coverage, and from a supplementary system to a moderately all-inclusive system. We will promote the coordinated development of minimum rural and urban social security system, formulate measures concerning the development of old-age service and health service, strengthen the construction of rural and urban public welfare cemeteries, provide proper assistance to the families in dire straits due to loss of only child, improve the service system for the disabled, and accelerate the establishment of child welfare institutions in cities and counties.

We will push forward the project to relocate people for the purpose of disaster avoidance and poverty reduction. We will coordinate and arrange the relocation projects and alleviate poverty in contiguous areas with acute difficulties, and strengthen the establishment of public facilities and the cultivation of industries in addition to completing the tasks of housing development. This year we will complete the relocation of 60,000 households of 228,000 people in Shannan, 16,000 households of 60,000 people in Shanbei, 8,300 households of 33,000 people in the northern foot of Qinling Mountain and Weibei Plateau, and 40,000 households of 140,000 people in Yan’an in the post-disaster reconstruction and disaster avoidance efforts. We will lift 1 million people out of poverty across the province.

We will make an effort to resolve the housing difficulty facing the disadvantaged population. We will implement the indemnificatory comfortable housing project by providing 455,100 units (households) of apartments, of which 218,600 will be indemnificatory apartments and 211,500 will be rebuilt apartments in shantytown areas. We will have 310,000 units roughly built, and provide 25,000 additional households with rental subsidies. We will further strengthen the management of indemnificatory housing, promote the unification of low-rent housing and public rental housing, guarantee building quality, ensure that the housing distribution is open, fair and equitable, and enable more people in difficulty to move into their new apartments at an early date.

We will actively promote the balanced development of various types of education. We will launch the second round of the three-year-long action plan for preschool education. Through increasing the number and quality of schools, and laying out development plans in a scientific way, we will step up the efforts to build compulsory education schools that are at and above the county-level, promote the reform on establishing large school districts, carry out a pilot system for nine-year targeted direct admissions, establish a system of job exchange and job rotation among headmasters and teachers, ease the craze for choosing top schools and curb the arbitrary charging of fees. We will promote the diversified and featured development of regular senior middle schools, and consolidate vocational education resources. We will launch pilot programs for target evaluation of provincial university presidents, enhance the features in running different universities, and promote the intensive development of tertiary education. We will encourage and regulate the private sector's running of schools and colleges. We will combine the implementation of the Egg and Milk Project and the nutrition improvement plan in all counties and districts.

We will effectively enhance the capacity to guarantee medical and health services. We will consolidate service resources, increase government investment, and choose one city and 10 counties to be the pilot areas for the comprehensive reform in six aspects, namely health management, public service, medical service, medical guarantee, medicine supply and comprehensive guarantee. In Yan'an and Baoji we will set up medical groups and medical consortiums to improve the graded model for medical diagnosis and treatment. We will continue to implement the "three ten-thousands" project to improve medical service capacities in counties and villages, and encourage the private sector to run clinics and hospitals. On top of an improved "three unifieds" system for pharmaceuticals, we will support and set up a quality tracking system for pharmaceuticals for hospitals at the municipal level and above. We will raise the per capita government subsidy standard for urban residents and NRCMS (new rural cooperative medical scheme) participants from 300 yuan to 350 yuan.

We will speed up the setting up of public cultural service system. We will ensure the successful development of the demonstration zone for national public cultural service system and the experiment zone for Shanbei cultural and ecological protection. We will accelerate the construction of landmark projects including the Shaanxi Grand Theater and Shaanxi Cultural and Art Center, step up the effort to build county-level public sports stadiums and gymnasiums, digital cinemas and village and town cultural stations, continue to implement the “Hu Hu Tong” project of rural radio and television services, improve the province-wide emergency radio broadcasting system, and supplement and update the collections in rural libraries.

We will continue to promote the joint application of the Silk Road for World Heritage, and intensify the protection of cultural heritage, historical relics and revolutionary sites. We will vigorously support the creation of cultural and artistic masterpieces, widely promote mass culture, nationwide reading and national fitness activities, and launch of the second round of government procurement of public performance services. We will ensure the successful organization of the 27th World Fellowship of Buddhists Conference, the 15th Provincial Games, the 7th Provincial Art Festival, and actively prepare for the 11th China Art Festival.

We will strive to ensure safe production and safe living, rigorously implement the safe production accountability system, step up efforts to promote a network-based government regulation, refined management in enterprises and professionalism in industry vertical management, deepen the various special rectification efforts in key industries and sectors, and firmly curb the occurrence of major and very serious accidents. We will establish an all-dimensional prevention and control system on public security, closely guard against and crack down on all types of illegal criminal and terrorist activities according to law, and effectively safeguard national security and social stability. We will improve the mechanism for assessing potential risks major policy decisions may pose to social stability and the emergency response mechanism, continue with the work where leaders handle people’s complaints in person and reach out to them to hear their complaints, improve the synchronized working system of people mediation, administrative mediation and judicial mediation, and timely and effectively resolve conflicts. We will step up efforts to promote the welfare of women and minors, strengthen the ethnic and religious work, and explore the establishment of a new model for community management.

(VI) We will strengthen the efforts to promote ecological and environmental progress with a view to building a beautiful Shaanxi. 

We will effectively implement the actions to treat pollution, mitigate the haze and preserve the blue sky. Using a combination of legal, administrative, economic, technological and ecological methods, we will strictly control the sources of air pollution through reducing coal consumption, suppressing dust, controlling vehicle use and banning the burning of highly polluting fuels, and ensure the overall objectives and yearly targets of the five-year action plan are met according to schedule. We will promote the second phase of the "Gasification Shaanxi” project and the projects of shifting from coal to natural gas and shifting from coal to electricity, and speed up the   coal-free process within a radius of 100 kilometers of Xi'an. We will retrofit coal-fired power generators with a capacity of and above 300 megawatt with nitrogen oxides (NOx) control systems, and retrofit and eliminate a number of major polluters. We will intensify the day-to-day supervision of fugitive dust from construction sites and roads, and make county and village governments responsible for the banning of straw burning and waste incineration outdoors. We will intensify the effort to control tail gas pollution, accelerate the elimination of yellow-label vehicles, and carry out pilot programs of methanol automobiles in five cities including Xi'an and Baoji.

We will carry out effective implementation of the comprehensive pollution treatment project concerning the Wei River, Han River and Dan River. Bearing in mind the target of reaching the standard in three years, we will set the project schedule in reversed order for the treatment of Wei River, comprehensively accelerate the process of pollution treatment projects, focus on the phase two development of, among others, the sewage treatment plants in Xi’an and Xianyang, ensure the implementation of the treatment of tributaries including the Zao River, strengthen day-to-day supervision of chemical and papermaking industries along the rivers, and conduct monthly section monitoring, quarterly water quality evaluation and regular release of results of the Wei River. We will formulate water quality conservation plans for the Han River and Dan River basins, and standardize the water source area conservation in the middle route of China’s South-North water transfer project. We will effectively resolve issues involving the normal operations of sewage treatment plants in various counties, and continuously improve the comprehensive benefits of waste water treatment enterprises.

We will promote ecological progress in all aspects. We will continue with the afforestation efforts in the central Shaanxi plain, northern Shaanxi plateau and southern Shaanxi mountains, step up efforts to protect forests, lakes, wetlands and water source areas, actively carry out the treatment of the northern foot of the Qinling Mountain, implement the new round of afforestation of marginal farmland and major national ecological projects such as the 5th phase of the “Three North ” shelterbelt forest program, accelerate the river training works at Yulin village of Dali county, study the feasibility of and implement the conservation projects concerning the Kunming Pond and Luyang Lake wetlands, carry out the comprehensive treatment of the mined-out areas, subsidence areas and tailing ponds of coal mines, and intensify the efforts to prevent and treat the pollution from the soil, heavy metals, hazardous chemicals and hazardous wastes. Aimed at cleaning up the water sources and the homeland and using clean energy, we will ensure the success of the demonstration programs in 43 counties and districts for environmental cleanup in contiguous rural areas, with a focus on a number of prominent issues. We plan to plant 266,667 hectares of land with trees, treat 70,000 hectares of land for desertification, treat 6,500 square kilometers of land for soil erosion, and conserve and recover 73,333 hectares of wetland.

(VII) We will build a new starting point for the Silk Road economic belt, and speed up the efforts to build Shaanxi a model for inland development and opening up.

We will speed up the building of an international cooperation platform. We will actively bid for the hosting of the 1st International Exposition on Silk Road Economic Belt and the 18th Investment and Trade Forum for Cooperation between East and West China, and strive to host one session of the Euro Asia Economic Forum every year. We will also prepare for organizing a roundtable meeting for cities located along the Silk Road economic belt, and endeavor to have the Shanghai Cooperation Organization (SCO) Development Bank and the SCO Energy Club establish a presence in Xi’an. We will build the Euro-Asia comprehensive economic zone and Yangling International Cooperation Center for Modern Agriculture. We will support the establishment of friendship relations between the province and cities and their counterparts in central Asian countries. We will speed up the launching of developing a consulate zone.

We will endeavor to improve facilitation efforts in the opening up drive. We will continue with the regular international freight service by the Chang’an Line, and study the possibility of launching tourist train services linking Xi’an with Central Asia. We will step up efforts to bring in base airlines, and establish a local airline company in due time. We will adjust the subsidization policy for international air services, and explore the establishment of direct passenger and cargo services to Central Asia, Western Asia and Europe, and endeavor to upgrade Xianyang Airport to a hub airport. We will improve the functions of the Xi’an Comprehensive Bonded Zone, speed up the establishment of the Xi’an rail container terminal and Xi’an highway port, set up a co-building and co-sharing mechanism for the Xi’an International Port Zone in the province, and an air-land transport connectivity mechanism between the airport and the new town. We will actively apply for establishing a free trade zone facing Central Asia, consolidate and optimize the province’s special customs supervision zones, strive to become a pilot region for foreign exchange reform, speed up the implementation of the 72-hour transit visa exemption policy, improve the cooperation mechanisms with coastal and border ports in customs clearance, endeavor to make Xi’an a pilot city for national cross-border electronic commerce, and strengthen the efforts to build international schools, hospitals and residential communities.

We will effectively strengthen the effort to “go global” and “bring in”. We will further strengthen the targeted services and project-monitoring services for investment projects attracted to the province, continue to ensure the good organization of activities such as the Shaanxi, Guangdong, Hong Kong and Macao Economic Cooperation Activity Week, put a special focus on attracting investment from the Republic of Korea, and assiduously implement the cooperation projects agreed upon during the provincial government delegation’s visit to Kazakhstan. We will encourage backbone energy enterprises to participate in resource exploration and development in the central Asian region, support equipment manufacturers’ and daily consumer goods producers’ efforts to invest in and export to neighboring countries, and, pivoted on the “New Starting Point of the Silk Road” brand, carry out exchanges and cooperation with countries along the Silk Road in areas such as culture, education, tourism, agriculture and forestry. Our objectives for the year is to reach 4.1 billion US dollars of actualized foreign direct investment, attract 480 billion yuan of domestic investment, and realize 10.56 billion US dollars of import and 11.94 billion US dollars of export.

(VIII) We will be more problem-oriented and continue to deepen the reforms in key areas and on critical links.

We will promote the reform on the administrative system with a focus on the transformation of government functions. We will implement the institutional reform of the provincial government, basically complete the institutional reform efforts with municipal and county governments, launch the pilot programs on Shenmu and Fugu as counties directly under the administration of the province, expand the coverage of the pilot program to empower and enable towns, and speed up the classified reform of public institutions. We will cancel in batches and delegate a number of items requiring provincial administrative approval, strictly control the establishment of new items requiring administrative approval, and reduce the number of items requiring provincial administrative approval by 60%. We will strengthen the functions for market surveillance and providing convenient services to the public, set up through internal integration special agencies for food and drug as well as environmental enforcement, establish a coordinated and unified working mechanism for the supervision, testing and enforcement concerning agricultural products at municipal and county levels, incorporate the quality safety of agricultural products into the performance evaluation system of county and township governments, and implement at county, township and village levels the system where cadres run errands for the people.

We will deepen economic system reform with a view to invigorating market entities. Aiming at raising the securitization rate of state-owned capital to over 40% in three to five years, we will promote the overall listing or main business listing of enterprises on the stock market. We will formulate concrete measures concerning the entry of non-public ownership enterprises into business areas such as finance, oil and public utilities, continue to keep a firm grip on the development of the pilot zone for the transformation and upgrading of the private economy in Fugu, support various forms of two-way cooperation between state-owned and private enterprises, and actively develop the mixed ownership economy. We will comprehensively carry out the policy to facilitate industrial and commercial registration, continue to clear up administrative and institutional fees, explore the establishment of the unified construction land market of urban and rural areas, strengthen the efforts to sell mineral exploration rights through tendering, auctioning and listing, speed up the establishment of the provincial resource trading center, and promote fair competition in the market. We will expand the coverage of pilot programs on “business to VAT tax reform”, and make good preparations for the reform on resource tax. We will carry out the reform on the fiscal system of townships. We will regulate government debt management, establish risk alert mechanisms, build up the strengths of local financial institutions, improve the financing guarantee system, establish financial asset management companies and the Qingnong Bank, and encourage the establishment of middle and small banks using private capital.

We will keep a firm grip on carrying out reforms in the social sphere on the basis of safeguarding fairness and justice. We will deepen the reform on income distribution, standardize the income distribution order, and establish a synchronized mechanism that links the income growth of urban and rural residents to economic and fiscal revenue growth. We will set up an enduring mechanism to provide a fiscal safety net for different interest groups, and appropriate part of state capital to substantiate the social security fund. We will regulate and develop the charitable undertakings. We will formulate supporting measures for the policy to let couples have a second child if one parent is an only child. We will improve the care and service system for the stay-at-home children, women and elderly in the countryside. We will protect according to law the legitimate rights and interests of those whose land is expropriated, and guarantee that the rural population is entitled to the equitable sharing of the value added arising from the land. 

IV. We will strengthen governance with a view to building a government that keeps the people satisfied.

We will always conduct administration in accordance with law. We will accept the supervision of the Provincial People’s Congress, its Standing Committee, and the Provincial Committee of the CPPCC, in a more self-conscious manner, and further improve the system to maintain close ties with the deputies of the Provincial People’s Congress and the members of the Provincial Committee of the CPPCC. We will comprehensively strengthen administrative legislation with regard to drafting, deliberation, coordination and reviewing, enforce rigorously the procedures for formulating normative documents, and prevent the tendency of legislation for departmental interests. We will strengthen the work at the grass-root level, improve service quality, and let administrative reconsideration fully play its role in resolving conflicts. We will formulate concrete measures to regulate administrative enforcement procedures, effectively implement the certification system and qualification management system of enforcement officers, resolve to address the problem of brutal enforcement, and ensure that law enforcement is carried out in a strict, standard, fair and civilized manner.

We will take comprehensive steps to increase transparency in government operations. We will assiduously implement the Regulation on the Disclosure of Government Information, and disclose information that is of the general interest of the people in a timely, accurate and comprehensive manner. We will intensify the effort to standardize the government service centers in cities and counties, actively promote the operating model featuring single-window reception, one-stop approval, and one-stop service. We will establish and improve the system to engage the general public in policy making, expand the coverage of the program to invite citizen representatives to the government, and provide internships to university students at government organs, publish government microblogs in better quality and in a more timely manner, and step up efforts to handle online complaints of the people. This government will guarantee the transparency in decision-making, administration, services and results, and ensure that the people are able to oversee the exercise of power and that power is exercised in a transparent manner.

We will effectively strengthen the effort to improve our conduct. As the mass line education activities are taken to a deeper level, we must make these activities the top priority in improving government conduct. Leadership of the provincial government should set an example for others, and implement both the leadership group’s and individuals’ improvement plans in strict accordance with the deadlines and requirements. We will effectively strengthen the inspection and guidance on government departments, organs directly under the provincial government, and enterprises and public institutions with regard to the education activities, and assiduously resolve prominent issues that are of people’s concern. We will carry forward the Yan’an spirit, strictly implement the Eight-point Regulation and the Regulations on Combating Waste and Strictly Enforcing Thrift Among Party and Government Organs, effectively stop the construction of new government offices, resolutely clear up the office space used against regulations, step up efforts to carry out the reform on official cars, strengthen the management of overseas trips for official purposes, effectively cut back on excessive paperwork and meetings, and strictly regulate various types of inspecting, training, appraising and awarding activities. We will strengthen auditing on the enforcement of department budget and on the economic accountability of leaders, and roll out to the county level the practice of disclosing department budget and final accounts as well as expenditures on public receptions, vehicles and overseas trips. We will strengthen administrative accountability and efficiency supervision, launch and implement the accountability system targeting the bottom performers, work hard to tackle the mediocrity, laziness, looseness and boastfulness in civil servants, strengthen the efforts to fight corruption, and resolutely deal with all sorts of rule and discipline violations, so that people will find that government conduct is improving day by day.

For long the army and armed police stationed in Shaanxi has made important contributions to Shaanxi, especially when it came to their commando role in carrying out urgent, difficult, dangerous and important missions. We will revolve around the objective of building a strong army under the new circumstances, support army development as always, improve the national defense mobilization system, keep a firm grip on reserve army and militia building, resolve in the fullness of our heart practical difficulties faced by demobilized army cadres, demobilized soldiers and entitled groups, and continue to open up new chapters for military-civilian mutual support and joint efforts in building socialist spiritual civilization!
