Hancheng: Historical and Cultural City

1. City Characteristics and Development Orientation

Hancheng City lies in the east of Shaanxi Province, on the west bank of the Yellow River, and in northeast corner of Guanzhong Plain. Profound history and culture make it a famous Chinese historical and cultural city which is well-known at home and abroad.

It covers an area of 1,621 square kilometers, with a permanent urban residents of 383,097. In 2019, its GDP reached RMB 36.31 billion.

Hancheng City exerts itself for the goal of building itself into the regional center city in northeast part of Shaanxi Province, a new industrial city, a national circular economy demonstration base and a national travel destination.

2. Investment Promotion Overview and Investment Environment Features

In 2016, Hangcheng actively integrated the “Belt and Road Initiatives” and established investment promotion offices in Shenzhen and Xinjiang, administration office at Khorgos Port and investment promotion office in Kazakhstan; its ceramics, auto parts, steel structure and other products have entered the markets of Central Asia and West Asia.

Hancheng New Industrial Park covers a planning area of 7 square kilometers, committed to build itself into the “ecological, garden-like and circular” provincial demonstration industrial park. Longmen Industrial Park is determined as a circular economy demonstration area by the Ministry of Environmental Protection of the People’s Republic of China, with a planning area of 78 square kilometers. There are all kinds of industries in the park, with the coal industry, power industry, metallurgy industry, coking industry and building material industry which have been formed.

3. Key Projects in 2017

—Taking the opportunity of “Six Action Plans for Green Building Materials” implemented throughout the province, focusing on the launch of such projects as production of 1 million tons of strip steel by Shaanxi Longmen Iron & Steel, 0.6 million tons of flange plate and Hancheng Winspirit PC; Phase I of the Western China Green Building Materials Integrated Base has been completed and put into operation; the 100-billion-level steel industry cluster has been under construction.

—Strengthening the fine chemical industry; laying emphasis on the construction of transformation demonstration by Shaanxi Heimao Coking Co., Ltd., 100,000 tons of methoxy polyethylene dimethyl ethers and 160,000 tons of cyclohexanone; striving to build the 100-billion-level coal chemical industrial cluster.

—Establishing the Ceramics Academy, implementing the Phase II of Tenglong Ceramics, Baishicheng environmental porcelain painting and purple sands cultural creativity industrial park projects and making every effort to form 0.1 billion square meters of ceramic production capacity within the year.

—Setting up national life science base laboratory and planning to build the 5th Healthy Food Industrial Park; implementing the projects of 0.1 billion bottles of eyewash and 15 million bags of trace-element peat; establishing the whole industry chain of manufacturing, health care, senior care services.

—Centering on high-end equipment manufacturing industry to facilitate the construction of such projects as Optimum Nano new energy battery, 10,000 electric heavy trucks and sky train production by CRRC Qingdao Sifang and striving to create a supporting base of equipment manufacturing industry in western China.
