Yangling: Agriculture Science City of China

1. City Characteristics and Development Orientation

Lying in the central Guanzhong Plain in Shaanxi Province, Yangling is an important birthplace of Chinese agricultural civilization.

Covering an area of 135 square kilometers and with a permanent resident population of 212,300, it is the sole national agricultural hi-tech industries demonstration zone in China and honored as the “Agriculture Science City of China”. In 2019, the city’s GDP reached RMB 16.68 billion, increasing by 6.2%.

With the goal of building Yangling in four aspects of science and technology, talent, garden and prosperous, the Yangling Agricultural Hi-Tech Industries Demonstration Zone will be built into a strategic highland in the development of agriculture-related industries of Shaanxi, and a leading and world-renowned agricultural science innovation-oriented city domestically.

2. Investment Promotion Overview and Investment Environment Features

Located in the region of Xi’an “international metropolis” and the “half-an-hour economic circle”, Yangling is the Modern Agriculture International Cooperation Center on the Silk Road Economic Belt and Guanzhong-Tianshui Economic Zone Sub-central City.

As one of five Hi-Tech industries demonstration zones under strong support of the state, Yangling has successively established the “six centers” including the China National (Yangling) Plant Variety Rights Trading Center, National Agricultural Technology Transfer Center, Vocational Farmer Training Center, Agricultural Products Inspection and Testing Center, Agricultural Products Certification Center and Agricultural Big Data Center. Yangling brand represents the leading level and development direction of China’s agriculture.

Yangling Area of China (Shaanxi) Pilot Free Trade Zone has been successfully established, providing a significant opportunity for development of the city. According to the overall plan concerned free trade zone, Yangling Area is an important area focusing on agricultural scientific and technological innovation, demonstration and promotion. The city strives to forge itself into a modern agricultural international cooperation center among the “Belt and Road Initiative” countries and regions by comprehensively expanding international exchange and cooperation in agricultural field.

—Agricultural products processing and trade demonstration zone: laying emphasis on construction of deep processing projects like leisure food, frozen prepared food, kiwi fruit, pepper, garlic and edible mushrooms and packing materials project of green foodstuffs.

—Yangling Biomedicine Industrial Park: focusing on the construction of modern Chinese medicine, biomedicine and bio-pharmaceutical products, genetic engineering drugs and medical intermediate; speeding up the construction of such projects as Buchang Pharma Medicine Industrial Park, Foot-and-Mouth Disease Vaccine Production Base of Yangling Jinhai Biotechnology Co., Ltd. and Xi'an Wan Long Pharmaceutical Industrial Park.

—Yangling Seed Industrial Park: planning and building new species exhibition and trading center, seed industry technological service center, seed industry information exchange center and incubation base; accelerating the establishment of public service platforms like Yangling Seeds Building and Yangling Agricultural Products Integrated Wholesale Market.
