Weinan: Building the East Gate of Shaanxi Province

1. City Characteristics and Development Orientation

Weinan is located in the east of Guanzhong Plain, at the Yellow River “Golden Triangle” of Shaanxi, Shanxi and Henan. It is one of the main birthplaces of Chinese civilization, which is known as the “East Gate” of Shaanxi Province.

It covers an area of 13,030 square kilometers with a permanent resident population of 4,688,744(2020). In 2020, Weinan achieved GDP of RMB 186.627 billion;

The image of Weinan City features “root of China, source of culture, holy land of rivers and mountains, and humanity city”. It takes new industry cluster, modern agricultural demonstration area, China’s tourist destination and center city in the east of Guanzhong Plain as its development orientation.

2. Investment Promotion Overview and Investment Environment Features

As the strategic gateway from central and eastern China to northwest China, it is the most favorable agro-ecological zone in northwest China. Abundant in coal, molybdenum and gold, it is known as the “Black Belt of Weibei”, “China Molybdenum Capital” and “China Gold City”. Weinan opened investment environment hotline and implemented one-hall office of municipal departments, achieving increasingly improved service efficiency.

In 2016, the city concluded a total of 396 investment projects, with the capital actually in place being RMB 67.5 billion. A total of 35 projects including China Nongken Dairy Industry have been completed and put into operation. The flight test base for civil aircraft has been successfully finished.

3. Key Projects in 2017

(1) New Energy Vehicle Industrial Park in Weinan National High-tech Industrial Development Zone: With a planning area of 3,000 mu, the Industrial Park focuses on core components manufacturing, structural parts processing, vehicle assembly, research and design, exhibition and experience and after-sales repair of new energy electric vehicles.

(2) Luyanghu Aviation Logistics Park: Covering a planning area of about 4,000 mu, the Park constitutes 8 functional areas which feature relatively independent spaces and interconnected functions and adopts the mode of simultaneous construction and operation.

(3) Dali County 5A-level Tongzhou Lake Scenic Area Tourism Development: The project is constructed in Phase I with planning area being 7.6 square kilometers and Phase II with planning area added up to 22.67 square kilometers. It mainly comprises Qiankunwan Theme Scenic Area, Guanzhong Folk-custom Museum, film base, Dali Man Museum and Heya Community Nursing Home.

(4) Fuping Auto Parts Industrial Park: Covering a planning area of 6.7 square kilometers, it has reached the cooperative intentions with many auto parts manufacturing enterprises. In addition, it actively introduces supporting industries such as manufacturing, sale and after-sales service concerning auto parts, electronics, power and body as well as chassis.
