Caijiapo Economic and Technological Development Zone is the only provincial economic and technological development zone in Baoji area founded upon approval of Shaanxi Government in March 1995. An agency assigned by CCP Baoji municipal Party Committee and municipal government serves as the Party Working Committee and Management Committee of the development zone and is responsible for economic affairs such as land, planning, construction and industrial development in 208.5km2 range including Caijiapo Town, Wuzhangyuan Town, CaojiaTown and Anle Town of Qishan County. Currently, there is a population of 207,600 in the zone, including 109,400 urban populations. In 2010, the development zone achieved fixed asset investment of RMB 2.85 billion, increasing by 57% year on year; realized total operating income of RMB 21.2 billion, increasing by 66% year on year; achieved total output value of RMB 8 billion, increasing by 43% year on year. Currently, Caijiapo development zone ranks front of provincial development zones in terms of construction scale, economic aggregate and overall influence.

Distinct location advantage and convenient traffic Caijiapo Development Zone is located in the western part of Guanzhong plain with abundant natural production and profound cultural heritage, 120km to Xi’an in the east, adjacent to Baoji urban area in the west and only one hour’s ride from XianyangInternationalAirport. Rivers such as Weihe, Shitou, Maili and Tongyu meet in the zone, which provide rich water resources; facilities for power, natural gas, heating, communication and sewage treatment are complete. Caijiapo development zone is also a famous rallying place of technicians in China, full of technicians and skilled workers specialized in mechanical manufacture. In the zone, there are several remains of Three Kingdoms period including Temple of Marquis; within 30km range of its periphery, there are state-level scenic spots such as Famen Temple, Yan Emperor Temple, Zhougong Temple, Diaoyutai and Taibai Mountain. External traffic system includes “3 lines, 3 stations, 2 railways and 1 highway (3321)”, where “3 lines” refer to 310 national road (south line of Xi’an-Baoji), Guanzhong tourism ring line and Xi’an-Baoji middle line; “3 stations” mean Caijiapo stations of Longhai Railway, Xi’an-Baoji passenger special line and Caijiapo bus station; “2 railways” stand for Longhai Railway and passenger special line of Xi’an-Baoji rapid transit railway; and “1 highway” is Lianyungang-Korgas expressway.

Solid industrial foundation and obvious industrial features Now there are more than 500 enterprises, including mechanical processing industry led by auto manufacturing as well as textile and clothing, medicine chemical, papermaking and paper products, food processing and construction and building materials. It is the most important base in northwestern area for auto parts production, the largest base for special vehicle production and the only base for mini-car production, and is also a key place that enables Baoji to serve as a national characteristic base for heavy-duty truck and parts manufacturers including Shaanxi Heavy Truck (Group), one of the national top 500 manufacturers, and Shaanxi Fast (Group) with its production and sales volume of heavy truck speed changer ranking first in the world. Currently, there are more than 150 mechanical processing enterprises leading in auto parts processing, including 85 large-scale enterprises; industrial cluster of auto and parts processing industry begins to take shape. Main products include more than 130 serials such as heavy truck, medium truck, mini-car, various heavy-duty special vehicles, speed changer, gear, engine fittings, big van assembly, axle, power steering pump, casting and forging, heat sink and interior trim parts. In September 2010, new 300,000 mini-cars of Shaanxi Tongjia Automobile Co., Ltd. are coming off production line; BaojiAutoIndustrial Park based on this enterprise and covering a planning area of 25 square kilometers is under construction. Upon completion of construction of the whole park, annual sales revenue will amount to RMB 100 billion.

Clear orientation and broad prospect of development According to the National Development Plan for Guanzhong-Tianshui Economic Zone and requirements of Shaanxi and Baoji for Caijiapo development zone, Caijiapo will be built as a western base for auto and parts manufacturing, modern medium industrial city, sub-center of Baoji City and demonstrative area for overall urban and rural development. The 12th Five-year Plan period is essential to the frog-leap development of Caijiapo development zone; 76 projects are decided for construction during the 12th Five-year Plan period, which attracts total investment of RMB 40.9 billion. By the end of the 12th Five-year Plan period, it will achieve an operating income of RMB 100 billion, total output value of RMB 30 billion and total financial and tax revenue of RMB 4.5 billion. 

In the first half of 2021, there were 297 new enterprises and the total number of households reached 3,134. The total economic volume was 5.219 billion yuan, an increase of 9.8% over the same period of the previous year; the industrial output value above designated size was 20.024 billion yuan, a year-on-year increase of 3.4%. An average increase of 6.8% in the two years, of which the output value of automobile manufacturing enterprises reached 16.904 billion yuan, a year-on-year increase of 12.5%; fixed asset investment increased by 2.2% over the same period last year, an average increase of 19.9% in two years; fiscal general public budget revenue completed 110 million yuan, An increase of 65.0% over the same period last year, of which tax revenue increased by 103.2%.
