With the increasing number of urban motor vehicles, parking charges draw more and more attention. The reporter found during the interview in Xi'an that since the public parking lot and parking spaces set up by government are very limited, some residential, catering units and office buildings and other internal parking are open to all, although this alleviates the problem of parking difficulty to some extent, but their charge standards are not uniform, and there exist some conditions like arbitrary charges and no invoice provided.

At first, the reporter came to the Qihang 029 district in southern suburbs of Xi'an. Since the underground parking spaces in this district are limited, and there is another parking lot outside the district with more than 40 parking spaces, not only to meet the owners, but also to be open to all.

Car Parking Cashier: "It will take 3 yuan once you come in. How long you need?"

Reporter: "1 hour."

Car Parking Cashier: "For more than 1 hour, 5 yuan for one day long, and 10 yuan for 24 hours."

Reporter: "It's not expensive, but the key question is that your invoice is not correct, which can not be used to apply for reimbursement."

Car Parking Cashier: "If you can not apply, I will ask you to park the car outside."

There is a parking lot that can accommodate 30 parking spaces at the entrance of the Jiangsu-Zhejiang Hall, located at No. 2 Gaoxin Road. Due to the intensive office space, it is also open to the outside world.

Reporter: "Cars can be parked here. Is there any charge? How much?"

Car Parking Cashier: "3 to 4 yuan for 1 hour."

Reporter: "No invoice?"

Car Parking Cashier: "No."

Reporter found that the two parking lots above are built by the district and the restaurant themselves, and the charges are also determined by the residential property and catering enterprises, without the formal parking invoice. Although it’s convenient to park the cars, arbitrary charges, opaque charges and other questions cause many car owners' doubts and dissatisfaction.

Xi'an people: "When going outside, for some parking fees, you have to pay how much the Cashier requires, 10 or 15 yuan for once park. Or you can't find any place to stop."

Xi'an people: "the unit price is too high, maybe 5-6yuan. We consumers do not understand which standard has been applied. Is it controlled by the private or the government? Although sometimes we have paid for the parking, the parking ticket has been still posted."

It is understood that Xi'an motor vehicle parking service center, as the only administrative body in Xi'an comprehensively responsible for motor vehicles, non-motorized lanes, sidewalks, squares and other public car parking fee management services, currently is in charge of the management of the parking lots 939, Parking spaces 30,000, which only account for 6% of four hundred thousand parking spaces in Xi'an. As of the end of October 2015, the number of motor vehicles in Xi'an has exceeded 2.35 million, and there was a huge gap between these parking spaces and the actual demands.

He Junmou, the captain in the inspection team in Service Inspection Department of Xi'an motor vehicle parking service center:"(The spaces we control) account for very small percentage. There are many parking lots owned by private, resulting that there are many unregulated sites. We can't meet the demand of the public and then the unregulated sites appear, which disturb the order of parking management and charge."

Xi'an motor vehicle parking service center recommends that when parking the cars, you should go to the regular parking points where there are unified parking signs, with the Cashier wearing uniforms. You must ask for invoices to maintain your legitimate rights and interests.

Provincial CPPCC members suggested: increase the investment into the establishment of public parking spaces to regulate roadside parking fees

How to better solve the problem of urban parking difficulties to further standardize roadside parking fees, so that the charges unified and transparent. It draws the attention of Provincial CPPCC members participating in the "two sessions". They put forward with their own views and suggestions.

Provincial CPPCC member Zhang Haigui submitted the proposal this year "on standardizing roadside parking fees," he suggested that the Government should introduce relevant policies on the city roadside parking fees to regulate.

Provincial CPPCC member Zhang Haigui: Firstly to standardize the roadside parking fees, Provincial People's Congress or the provincial government shall issue the relevant laws and regulations. Secondly, for the road parking charges, the government shall formulate the related policy according to the actual situation. Thirdly, how to manage, be open and be transparent is our purpose for charging to strengthen the urban parking construction, not aiming at the charge itself.

Provincial CPPCC member Wu Min: "Government departments have planned a lot of good parking spaces for the public and commercial tenants to park vehicles, but still far from meeting the needs of the community, which requires our whole society to consider, to build more good parking field, including good use of parking space.

Provincial CPPCC member Zhou Jianling: "We consumers learn to defend their rights. We must remember the time in and out of the parking area, and then ask for the invoice. If you doubt the identity of the Cashier, you can call for the consultation.

Provincial CPPCC member Qi Zhifeng: "I think it's necessary to conduct a unified management or unified management regulations formulated by the municipal government for unified supervision and management. The past temporary management points should not be allowed which produces contradictions easily. After all the resources of parking spaces are limited, if no government regulations is issued to monitor the management, this problem will be more and more prominent with more and more motor vehicle.
