A member attending the Fourth Session of the 11th National Committee of CPPCC proposed taking comprehensive measures to extend e-commerce into villages and rural households to promote development of rural economy and help famers get rich.

Shen Lai'an, the provincial CPPCC member and former director of Shaanxi Provincial Postal Administration:

Content of Proposal: Proposal on Providing Policy Support for Development of Rural E-commerce

As a member from the field of postal courier, Shen Lai'An thought: With the e-commerce development from the first and second-tier cities to the second and third tier cities, rural areas will inevitably become a new space for the development of e-commerce. But in many places in rural areas, e-commerce development is lagging behind, due to traffic, network, express delivery, lack of talent and other factors.

Shen Lai'an: "My advice is that the government should give some financial subsidies or policy supports for the rural people to install (computers). The micro-shops and online-shops they run should be included into the re-employment training system, and through the government's targeted poverty alleviation, the telecommunication and the Internet can be popularized to the rural areas, to promote the development of rural e-commerce.

Shen also suggested that "the relevant departments of Shaanxi Province should make the overall planning for promoting the Internet, logistics & distribution and the brand specialty shop into the villages, and expand the coverage of e-commerce to benefit the vast rural masses as soon as possible.
