Xi'an upgrades industry during 14th Five-Year Plan period
Xi'an's industrial upgrading achieved a major leap during the 14th Five-Year Plan period (2021-25), transforming the city from a traditional manufacturing base into a national hub for advanced manufacturing.
The ranking of Xi'an's advanced manufacturing industry has risen by 10 places, to 11th nationwide. A total of 220 national-level "little giant" enterprises has emerged, and multiple national-level pilot projects have been implemented. The aviation industry cluster has been approved as a national advanced manufacturing cluster, while the photon chip and rare metal material industry clusters have been selected as national characteristic industrial clusters for small and medium-sized enterprises.
These achievements not only reflect the upgrading of Xi'an's modern industrial system but also indicate that the city is reaching new heights in reshaping its industrial chain.
Xi'an has gathered over 300 upstream and downstream enterprises in the semiconductor and integrated circuit industries, forming a complete closed loop covering design, manufacturing, packaging, testing, materials, and equipment. Local chip design companies can now provide customized solutions for clients such as BYD and Huawei, moving from processing support to collaborative innovation.
Xi'an produced 771,100 new energy vehicles from January to August, a year-on-year increase of 19.9 percent. Enterprises in core areas such as power batteries, motor and electronic control, and intelligent networking are densely deployed, boosting the local supporting rate of the industrial chain to over 65 percent. Xi'an is now not just a vehicle production base, but also a supply hub for core technological components of new energy vehicles.
In 2024, Xi'an signed 553 investment projects, each worth over 100 million yuan ($14.27 million), for a total investment of 343.6 billion yuan. The overall scale of Xi'an's aviation cluster exceeded 150 billion yuan, with its comprehensive strength reaching a leading level in China. In the field of ultra-high voltage transmission and transformation equipment, enterprises including China XD Group Co provided more than 40 percent of the country's core equipment.
Xi'an will continue to consolidate its position as a key hub of national high-end manufacturing and move toward becoming a globally influential center of advanced manufacturing innovation. It will accelerate its transformation from an inland industrial hub to a modern industrial powerhouse driven by cutting-edge technology and advance the "Xi'an Plan" within the global industrial chain.
