Xixian New Area expands cross-border e-commerce development

The total cross-border e-commerce transaction volume in Xi'an's Xixian New Area increased by 238.6 percent year-on-year in the first half of 2025, as industrial scale continues to expand.

In October 2024, the area established implementation plans and support policies for promoting the high-quality development of cross-border e-commerce, with construction beginning on the Alibaba Taobao Live-streaming E-commerce Industry Base. Once completed, the base is expected to achieve an annual import and export trade volume of $50 million, a cumulative revenue of 2.5 billion yuan in five years, and attract more than 800 employees.

The area's Xixian Airport Comprehensive Bonded Zone has also been recognized as one of the first provincial-level cross-border e-commerce industrial parks and a city-level demonstration cross-border e-commerce industrial park.

In 2024, Xi'an opened six cross-border e-commerce special lines, including Xi'an to Liege (Belgium), Budapest (Hungary), and Tbilisi (Georgia), building an "aerial Silk Road" that connects to European enterprises. The China West Airport Group Aviation Logistics Co also launched a customized transportation solution, combining "cabin reservation + fast customs clearance + full tracking", to support Shaanxi intelligent manufacturing in the international market.

Based on the national human resources service export base, Xixian New Area has established the "Silk Road E-commerce Talent Training Base" and built an industry education integration unit with 11 universities, including Northwest University and Xi'an International Studies University. Through 39 professional training sessions, it has cultivated over 2,300 cross-border e-commerce talents.

From talent cultivation to platform construction, Xixian New Area provides a 'full lifecycle' service chain, providing valuable experiences for the development of cross-border e-commerce.
