(I) Development Situation and Characteristics

2025 marked the concluding year of the 14th Five-Year Plan. Faced with a complicated international landscape and domestic structural adjustment pressures, Shaanxi Province adhered to the work keynote of pursuing progress while maintaining stability and fully applied the new development philosophy. Centered on fostering new quality productive forces and advancing industrial transformation and upgrading, Shaanxi pushed forward high-quality development across all sectors and secured solid achievements for the closing year of the 14th Five-Year Plan. The annual regional GDP reached RMB 3.65511 trillion, a year-on-year increase of 5.1%. Specifically, the added value of the primary industry hit RMB 274.65 billion (+3.8%), the secondary industry RMB 1,452.116 billion (+5.6%), and the tertiary industry RMB 1,928.344 billion (+4.9%). The industrial structure ratio of the primary, secondary and tertiary industries stood at 7.5:39.7:52.8. Provincial per capita GDP rose by 5.3% to RMB 92,663.

Against the backdrop of high-quality development during the 14th Five-Year Plan period, Shaanxi's economic development demonstrated the following prominent features:

First, emerging industries and future industries maintained robust expansion. The added value of strategic emerging industries accounted for 11.4% of provincial GDP, and high-tech manufacturing maintained rapid growth. New growth drivers represented by the photonic industry, commercial aerospace, intelligent robots and additive manufacturing gained momentum, laying a solid foundation for developing new quality productive forces.

Second, modern pillar industrial clusters continued to grow stronger. Shaanxi accelerates the construction of the "6+5+N" modern manufacturing system covering advanced equipment, electronic information, new energy vehicles, modern chemical industry, new materials and biomedicine. Civil large transport aircraft series, new energy vehicles, integrated circuits and smart terminals form competitive industrial chains, while a batch of industrial clusters with an output value exceeding RMB 100 billion keep expanding.

Third, the internal vitality of economic development kept releasing. Shaanxi continuously deepened mass entrepreneurship and innovation driven by the Qinchuangyuan Innovation-driven Platform. The total number of market entities exceeded 6 million; the added value of the private economy accounted for 50.3% of provincial GDP, becoming a crucial stabilizer for growth, employment and innovation.

Fourth, effective investment steadily expanded. Fixed-asset investment maintained rational growth, with manufacturing investment and industrial technological transformation investment registering strong increases. Key projects focusing on advanced manufacturing, sci-tech innovation, energy transition and infrastructure construction have been advanced or put into operation continuously, consolidating long-term development momentum.

(II) Opening Situation and Highlights

Focused on building a new inland highland for reform and opening-up, Shaanxi further advances the Belt and Road Initiative and speeds up shaping an all-round opening-up layout. Against complicated global trade conditions, Shaanxi's foreign trade achieved steady growth. In 2025, total goods import and export volume reached RMB 537.975 billion, among which exports hit RMB 373.759 billion, representing remarkable growth. New breakthroughs were achieved in investment promotion: domestic investment was introduced and maintained stable expansion, while actual utilization of foreign capital reached USD 949 million, injecting sustained impetus into industrial upgrading.

Remarkable highlights have emerged in Shaanxi's opening-up drive in recent years:

  • The China-Europe Railway Express (Xi'an) Assembly Center operates steadily. Up to 18 international railway routes cover 45 countries and regions; regular full-schedule trains run to multiple European destinations. Xi'an Xianyang International Airport operates 33 international all-cargo air routes, continuously reinforcing connectivity along the Belt and Road.
  • Five foreign consulates general have been established in Xi'an, including South Korea, Thailand, Malaysia, Cambodia and Kazakhstan. More than 26 countries run visa application service centers in Xi'an, greatly facilitating cross-border personnel exchanges with Eurasian regions.
  • Major high-standard international events have been successfully hosted, including the Silk Road International Exposition, Investment and Trade Forum for Cooperation between East & West China, Silk Road International Film Festival, as well as multiple thematic forums under the Belt and Road framework, showcasing Shaanxi's international image as an inland opening hub.
  • China (Shaanxi) Pilot Free Trade Zone continues to deepen institutional innovation. Up to now, 41 reform experience items have been replicated and promoted nationwide, serving as a pivotal platform for institutional opening-up in northwest China.
  • Streamlined administration and delegation of power have been further advanced. Continuous optimization of the business environment has been carried out via cutting administrative approval procedures, implementing whole-cycle services for market entities, and advancing the building of a law-based, internationalized and convenient investment environment.
