1. City Characteristics and Development Orientation

Shangluo City lies in southeastern Shaanxi Province, deriving its name from Mount Shang and the Luoshui River (today's Danjiang River). Nestled entirely within the hinterland of the Qinling Mountains, it stands at the vital transportation junction connecting Shaanxi, Henan and Hubei provinces. Historically, it served as the fief of Shang Yang, the renowned reformer of the Warring States Period, and boasts profound cultural heritage of the Four Sages of Shangshan. As a revolutionary old base, it undertakes core ecological protection tasks for the Qinling ecological barrier.

Covering an administrative area of 19,569 square kilometers, Shangluo recorded a permanent resident population of 2,005,100 at the end of 2025, with an urbanization rate of 55.01%. Its regional GDP hit RMB 823.92 billion in 2025, growing by 5.8% year-on-year.

Guided by the official "133" development strategy for the 15th Five-Year Plan period, Shangluo prioritizes green low-carbon development and targets the construction of 22℃ Shangluo · China Capital of Health & Wellness. It advances the "One Capital, Four Zones" overall positioning: a national demonstration city for ecological product value realization, an innovation hub for green industrial transformation, a top-tier business environment zone and a model of urban-rural social governance innovation. The city focuses on building four competitive industrial clusters: new materials & clean energy, advanced intelligent manufacturing, ecological wellness & cultural tourism, and featured forest & agricultural deep processing, striving to forge a world-famous ecological wellness destination and a modern green circular industrial hub along the Qinling Mountains.

2. Investment Promotion Overview and Investment Environment Features

A complete expressway network connecting all counties has been fully built in Shangluo, and the city has entered a dual high-speed rail era with the opening of Xi'an-Shiyan High-speed Railway, forming a one-hour commuter circle linking Xi'an.

Endowed with abundant forest and water resources, its air negative oxygen ion index far exceeds the global standard by 20 times. Over 60 types of mineral deposits have been discovered here, including rutile reserves ranking first worldwide and vanadium ore ranking first in Asia, with total potential mineral value exceeding RMB 500 billion. The city also owns 1,192 varieties of genuine Chinese medicinal herbs and abundant national forest parks and nature reserves with unique ecological tourism resources.

Shangluo has established a city-county joint conference mechanism for investment attraction, together with a mobile on-site approval system and a full-cycle integrated one-stop enterprise service platform, creating a warm, reliable and promising business ecosystem for all investors.

In 2024, Shangluo implemented a precise full-chain investment attraction focusing on its four core industrial clusters. It signed 150 key industrial chain projects with total contracted investment reaching RMB 245 billion, including multiple mega projects with single investment above RMB 1 billion such as large-scale pumped storage power stations, rare metal new material industrial bases and standardized biomedical production parks. Actual domestic paid-in capital maintained steady growth year-on-year. A batch of well-known listed leading enterprises including BYD, TASLY and China National Building Material have settled in Shangdan Circular Economy Industrial Zone and county-level specialized industrial parks, driving the upgrading of local industrial chains.

3. Current Key Industrial Investment Directions 

(1) Clean Energy & Advanced New Materials Industry 

Accelerate construction of large-scale pumped storage power plants including Zhen'an Pumped Storage Station and Shangluo Integrated Energy Base; expand full industrial chains of vanadium, molybdenum, rutile and fluorine zinc new materials, develop silicon-based photovoltaic, energy storage electrode materials and high-performance alloy products. Advance comprehensive utilization of tailings to build a national green circular new material industrial cluster with an output value of RMB 100 billion.

(2) Intelligent Manufacturing & Biomedical Industry 

Push forward the construction of Shangdan Circular Economy Industrial Zone biomedical parks and electronic information intelligent manufacturing bases. Introduce supporting enterprises for auto electronic wiring harnesses, photovoltaic cell panels and medical precision equipment, and scale up standardized production of Chinese herbal medicine extracts, pharmaceutical intermediates and health care products to extend the whole biopharmaceutical industrial chain.

(3) Ecological Wellness & All-scenario Cultural Tourism 

Build Manchuanguan National Tourism & Wellness Resort; upgrade Niubeiliang National Nature Reserve, Tiantai Mountain 5A-level scenic area, plus Jintai Mountain and Jiutian Mountain 4A-level scenic spots. Launch construction of characteristic wellness projects including Zhashui Zhongnan Mountain Resort, Shangyu Ancient Path Village Complex and Tayun Mountain Scenic Area Phase III. Integrate forest wellness, climate therapy, sports events, rural homestays and Qinling cultural research tours to develop all-season wellness tourism products, and host world-level student sports tournaments to boost the event economy.

(4) Featured Modern Agriculture & Green Food Processing 

Develop whole industrial chains of walnuts, Chinese chestnuts, black fungus, medicinal herbs and ecological livestock, relying on the brand reputation of "Small Black Fungus, Big Industry". Introduce deep processing enterprises for organic agricultural products, build standardized modern agricultural demonstration parks, and cultivate regional public brands of characteristic mountain agricultural products to realize integrated development of planting, processing, e-commerce and rural tourism.
