Weinan: Eastern Gateway of Shaanxi & Modern Industrial City

1. City Characteristics and Development Orientation

Weinan lies in the eastern part of the Guanzhong Plain, located within the Yellow River Golden Triangle covering Shaanxi, Shanxi and Henan provinces. As one of the birthplaces of Chinese civilization, it is honored as the Eastern Gateway of Shaanxi Province.

Covering an administrative area of 13,030.56 square kilometers, Weinan recorded a permanent resident population of 4,583,600 at the end of 2024. Its regional GDP reached RMB 2231.76 billion in 2025, representing a year-on-year growth of 5.6%.

Its official cultural brand positioning is "Cradle of Chinese Civilization, Land of Rivers & Mountains, Time-honored Historical and Cultural City". Centered on building a core demonstration zone for ecological protection and high-quality development in the middle reaches of the Yellow River, Weinan targets four core development pillars: a national advanced manufacturing cluster base, a national modern agricultural demonstration zone, an internationally renowned cultural tourism destination, and the secondary central city of Xi'an Metropolitan Circle in eastern Guanzhong. The city prioritizes cultivating six RMB 100-billion-level industrial clusters and implements eight industrial three-year doubling action plans to drive high-quality development.

Endowed with abundant mineral resources including coal, molybdenum and gold, it is reputed as the "Weibei Coal Belt", "China Molybdenum Capital" (Huazhou District) and "China Gold City" (Tongguan County). It also boasts Northwest China's premium agricultural ecological zone and earns the title "Granary of Shaanxi".

2. Investment Promotion Overview and Investment Environment Features

As the strategic gateway linking central & eastern China with the northwest, Weinan enjoys superior agricultural and mineral resource endowments. It has launched a dedicated investor service hotline and built an integrated one-stop government service hall with full-cycle enterprise tracking mechanisms, greatly lifting administrative service efficiency for domestic and foreign investors.

In 2024, Weinan took chain-based precise investment attraction as its top priority. It signed 347 cross-provincial investment projects with total contracted investment exceeding RMB 120 billion; 192 key industrial projects were completed and launched operation, with six Fortune Global 500 enterprises launching 13 investment projects in the city. The city arranged 418 municipal key projects with an annual planned investment of RMB 610 billion, and built multiple specialized industrial parks covering new energy vehicles, aviation logistics, biomedicine, semiconductor supporting materials and intelligent printing equipment, with full supporting policies on land use, financing and tax incentives for settled enterprises.

3. Current Key Industrial Investment Directions

(1) New Energy Vehicle & Auto Parts Industrial Cluster 

The New Energy Vehicle Industrial Park within Weinan National High-tech Industrial Development Zone covers a planned area of 3,000 mu. It develops the whole industrial chain of EV core components, structural parts, complete vehicle assembly, R&D, exhibition experience and after-sales maintenance. The park introduces supporting manufacturers for auto electronics, power systems, chassis and vehicle body to form a complete industrial supporting ecosystem, and expands production capacity for new energy commercial vehicles and lightweight aluminum auto parts.

(2) Aviation & Low-Altitude Logistics Industry 

Luyanghu Aviation Logistics Park covers a planned area of about 4,000 mu, divided into 8 independent yet interconnected functional zones under a simultaneous construction & operation model. The park expands low-altitude general aviation manufacturing, civil aircraft testing, cross-border air freight and supply chain logistics businesses, and builds Xi'an Metropolitan Circle's secondary aviation logistics hub.

(3) Cultural & Ecological Tourism 

Accelerate the construction of the 5A-level Tongzhou Lake Scenic Area in Dali County: Phase I covers 7.6 sq km and Phase II expands to a total planning area of 22.67 sq km. Core facilities include Qiankunwan Thematic Scenic Zone, Guanzhong Folk Custom Museum, film and television shooting base, Dali People Museum and an integrated community elderly care complex. Further integrate Yellow River cultural tourism, Zhou-Qin historical sites and rural leisure tourism to build national-level cultural tourism brands.

(4) Modern Characteristic Agriculture 

Take Zhouling Modern Agricultural Sci-Tech Demonstration Park and Haisheng Agricultural Industrial Park as benchmark platforms. Introduce and cultivate 3–5 large-scale modern agricultural sci-tech demonstration parks integrating grain & fruit planting, deep processing, rural tourism and e-commerce, relying on Weinan's advantage as Shaanxi's core grain and fruit production base.

(5) Emerging Strategic Industries 

Carry out targeted investment attraction for semiconductor supporting materials, biomedicine, intelligent printing equipment, hydrogen energy, distributed PV and energy storage projects, expand eight key industrial chains, and advance the city's industrial doubling development goals.
