1. City Characteristics and Development Orientation

Nestled in the western reaches of the 800-li fertile Guanzhong Plain, Baoji serves as a vital transportation crossroad linking Northwest and Southwest China. It is the birthplace of Emperor Yan, the common ancestor of all Chinese people, as well as the cradle of Zhou and Qin civilizations. A time-honored industrial city in western China, Baoji is recognized nationwide as a core base for high-end equipment manufacturing and China Titanium Valley — the national R&D and production hub for titanium-based advanced new materials.

Covering a total administrative area of 18,117 square kilometers, Baoji recorded a permanent resident population of 3.2537 million at the end of 2025, with an urbanization rate of 62.16%. Its regional GDP hit RMB 264.887 billion in 2025, growing by 6.0% year-on-year.

Positioned as the sub-center city of the Guanzhong Plain Urban Agglomeration and a pilot zone for high-quality development along the Yellow River Basin, Baoji advances toward its 15th Five-Year Plan strategic goal: building a core central city covering the border areas of Shaanxi, Gansu, Sichuan and Ningxia. Baoji is among China's first batch of national technical innovation demonstration cities, manufacturing informatization pilot cities, and pilot cities for integrated application of urban information technologies. Half of Shaanxi's Spark Science and Technology Parks are distributed alongside the Lanzhou-Lianyungang Railway economic belt.

Committed to building a first-class business environment, Baoji delivers full-cycle one-stop services for investment attraction and whole-process streamlined approval for project construction. It fully implements on-site problem-solving mechanisms to promptly resolve difficulties and demands of settled enterprises.

In recent years, Baoji has optimized its investment promotion system with chain-based, headquarters-oriented and overseas targeted investment strategies. In 2024, the city signed 278 investment projects with total contracted investment reaching RMB 674.79 billion, including 18 mega projects with investment above RMB 1 billion. It operated 811 ongoing investment projects, realizing RMB 306.25 billion in actual domestic paid-in capital. 3. Current Key Industrial Investment Directions

(1) High-end Equipment Manufacturing Cluster 

Accelerate upgrading of railway electrification, heavy-duty machinery and intelligent manufacturing bases, expand capacity of core projects including high manganese steel frog production and CRRC Times Electric intelligent component factories, and cultivate full industrial chains for new energy vehicle complete vehicles and core auto parts.

(2) Strategic Emerging Industries 

Develop clustered industrial parks for aerospace components, fiber-optic gyroscopes, autogyro general aviation, power battery cathode materials, PV & wind power new energy, energy-saving construction materials, intelligent mechatronics and big data. Key carrier parks include the 7107 Factory Aerospace Industrial Base, FiberHome Communication Intelligent Manufacturing Park, Jintai District Big Data Industrial Park and Weibin District Internet Industrial Park, to boost digital and aerospace emerging industries.

(3) Advanced New Materials (China Titanium Valley Core Track) 

Boost high-end deep processing of titanium alloys, medical orthopedic titanium implants, nuclear-grade zirconium materials, titanium 3D printing and marine rare metal products. Speed up construction of the Titanium Valley New Materials Testing & Innovation Center, extend titanium industrial applications in aerospace, medical devices, ocean engineering and daily consumer goods to consolidate Baoji's global leading status in titanium materials.

(4) Cultural & Ecological Tourism Industry 

Build four core cultural tourism brands: the birthplace of Zhou-Qin civilization, Famen Temple (the landmark ancient pagoda temple in Guanzhong), Qinling ecological landscape, and Western Fu folk culture. Advance core landmark projects including the Western Zhou Dynasty Cultural Scenic Area, Zhouyuan National Archaeological Site Park and Fufeng Global Buddhist Cultural Town, to forge national-level cultural heritage tourism landmarks under the National Memory Project.
