Xianyang: Ancient Imperial Capital Embodying New Appearance

1. City Characteristics and Development Orientation

Nestled in the heart of the 800-li fertile Guanzhong Plain, Xianyang faces the Wei River to its south and the Jiuzong Mountain to its north, enjoying abundant sunshine all year round. It served as the imperial capital of the Qin Dynasty, China's first unified centralized feudal dynasty, the first station on the ancient Silk Road heading west from Chang'an, and a vital gateway connecting central and eastern China with the northwest. It also functioned as the imperial hinterland for 12 dynasties including the Zhou, Han and Tang.

Covering a total administrative area of 10,196 square kilometers, Xianyang had a permanent resident population of 4.96 million at the end of 2025. Its regional GDP hit RMB 310.453 billion in 2025, growing by 5.5% year-on-year.

Guided by the official "One Zone, One Growth Pole" strategic positioning, Xianyang prioritizes integrated development with Greater Xi'an. Following the "131" work layout with Xi'an-Xianyang integration as the core driver, the city strives to build a model zone for Xi'an metropolitan integration and a key growth pole of high-quality development in Shaanxi. It targets the construction of five RMB 100-billion-level industrial clusters: modern energy & chemical industry, advanced manufacturing, cultural tourism, modern service industry and characteristic modern agriculture. Efforts are also made to develop an innovation-driven modern industrial cluster base, an international cultural & ecological tourist destination, and an open, inclusive inland development highland.

2. Investment Promotion Overview and Investment Environment Features

Xianyang boasts prominent geographical advantages, sitting at the core of the Guanzhong Plain Urban Agglomeration. Its downtown area is merely 13 kilometers away from Xi'an Xianyang International Airport, the largest aviation hub in Northwest China. Six railway lines (2 high-speed railways plus 4 conventional railways) and 12 expressways run across the city, while Xi'an Metro Line 1 directly connects Xianyang's main urban area with Xi'an, forming a 30-minute cross-city commuter circle. Endowed with a solid modern industrial foundation and pleasant ecological scenery, it stands as a livable modern city blending profound cultural heritage and natural landscapes.

In 2016, the city realized RMB 91.22 billion in actual paid-in investment, with 19 supporting electronic industrial projects led by AOC settled with a total investment of RMB 8 billion, fueling the rapid expansion of the information industry. Shuanghui Group's meat production lines were put into operation, boosting the mutual development of food manufacturing and modern agriculture. The smart city "Six Ones" Project was further advanced, and Xianyang ranked second nationwide for its smart city cloud platform construction at that time.

In recent years, Xianyang has continuously upgraded its investment promotion system. In 2024, it signed 791 investment projects with contracted investment reaching RMB 123.1 billion. Centered on 16 key industrial chains, 8 modern agricultural chains and 3 cultural tourism chains, the city carries out targeted industrial chain investment attraction, and fully upgraded its digital government and smart city governance platforms to deliver one-stop services for market entities.

3. Current Key Industrial Investment Directions

(1) Focus on large-scale, high-end and clustered industrial development, targeting investment in new electronic display & semiconductors, high-end energy chemical industry, intelligent equipment manufacturing, green food processing, biomedicine, textiles & advanced new building materials, to cultivate competitive modern industrial clusters with local characteristics. The city is striving to build five industrial clusters each with an annual output value exceeding RMB 100 billion.

(2) Take industrialization, socialization and internationalization as development orientations, introduce professional high-end productive service enterprises, and advance sound, efficient development of modern logistics, cross-border commerce, R&D outsourcing and other service sectors.

(3) Vigorously introduce modern agricultural projects centered on the whole industrial chain of apples, dairy goats and vegetables, to build a diversified, multi-functional modern agricultural system integrating planting, processing, leisure tourism and e-commerce.
