Weinan National Hi-Tech Industrial Development Zone

Weinan National Hi‑tech Industrial Development Zone (abbreviated as "Weinan Hi‑tech Zone") is a national‑level high‑tech industrial development zone approved by the State Council on September 26, 2010. Its origin can be traced back to Weinan Economic Development Zone, which was approved by the People's Government of Shaanxi Province in 1988, and the experimental Weinan Hi‑tech Industrial Development Zone established with provincial government approval in 1992. As a key component of the national Guanzhong Hi‑tech Industrial Development Belt, Weinan Hi‑tech Zone serves as Weinan's gateway to the outside world and a base and pilot area for technological and institutional innovation. Its state‑approved planning control area covers 31 square kilometers. Located in the hinterland of the Shanxi‑Shaanxi‑Henan Yellow River Golden Triangle in eastern Guanzhong, it sits on a vital transportation corridor connecting Central China with Southwest and Northwest China.

In accordance with the principles of "high‑standard planning, high‑starting‑point construction and high‑level management", the zone has undergone revised planning and built six specialized industrial parks aligned with urban functional positioning. Large‑scale infrastructure construction has been carried out for the development area west of Chongye Road, forming an urban road framework of "three vertical arteries, three horizontal arteries and one ring road". Committed to building an eco‑friendly integrated park‑city environment, Weinan Hi‑tech Zone keeps improving its comprehensive urban functions of radiation, outreach and public services. Guided by Weinan's westward urban expansion strategy, it is positioned as a modern new urban district of central Weinan and an integrated platform for industry, trade and technology.

Drawing on its strengths in geography, resources, environment and market access, the zone has built upon its early‑stage industrial foundations covering machinery processing, electronics, pharmaceuticals, fine chemicals, new‑material manufacturing and agricultural‑by‑product processing. Representative historical enterprises include Bayu Oils, Gaodier Fruit Juice and Danong Feed in agricultural‑by‑product processing; non‑ferrous‑metal processing projects in Jincheng Industrial Park for new‑material R&D; Weihe Coal Chemical Group and Zhongzhong Chemical Corporation in fine chemicals; Shaanxi Coilcraft Electronics and Haitai Electronics in the electronics sector; Shaanxi Beiren Printing Machinery and Herong Electricals in machinery processing; and Lijun Modern Chinese Medicine as well as Shaanxi Rongxia Pharmaceutical in pharmaceuticals. At present, focusing on five key industrial chains of intelligent equipment manufacturing, advanced new materials, fine chemicals, biomedicine, and food & bio‑fermentation represented by China Enzyme City, the zone advances industrial upgrading supported by the Qinchuangyuan innovation platform.

Benefiting from convenient multi‑modal transportation, Longhai Railway, Xi'an‑Tongguan Expressway, National Highways 310 and 108, as well as Provincial Highway 101 run through the zone. Xi'an Xianyang International Airport is approximately 85 kilometers away. The zone has completed a full set of infrastructure covering water supply, drainage, sewage treatment, road networks, power supply, telecommunications, and land leveling. It is equipped with complete supporting service agencies in finance, insurance, human resources and information services, together with educational, medical, residential, commercial and recreational facilities to support business operations and daily life.

Weinan Hi‑tech Zone implements an integrated management system of Party leadership, administrative governance and economic operation, and is vested with prefecture‑level economic administration authority. Adopting open operation under standardized closed‑loop management, the Management Committee delivers streamlined services for project approval, site planning, land acquisition, business registration and tax filing. Special service mechanisms and dedicated project green channels are in place for investors. Administrative inspections on enterprises are standardized to reduce unnecessary interference, aiming to build an efficient and clean government‑service environment, an open and fair market environment, an impartial legal environment and a livable ecological‑humanistic atmosphere for all market entities.
