The procedure of foreign expert working in Xi'an

(1) Foreign expert

Foreign expert is a general term referring to the foreign professional talent who works in China employed by the units like Chinese governmental institutions or enterprise and public institutions and dispatched by cross-country enterprises or other organizations according to the need of the Chinese economic construction and social development. Xi’an welcomes foreign experts in the field of industry, agriculture, economy, technology, management and education, science, culture and hygiene to live and work here.

(2) Application Requirements

The foreign expert who applies for working in China is required to comply with the laws and regulations of China, be healthy, without criminal record and conform to one of the following conditions:

① They are the foreign professional technical or managerial personnel working in China in order to executing the agreement and protocol between governments or international organizations or the economic and commercial contracts between Chinese and foreign countries.

② They are the foreign professional personnel working in China in the field of education, scientific research, publishing, culture, art, hygiene and sports etc.
③ They are the foreign senior professional technical or managerial personnel working in Chinese enterprises in the position above vice general manager or enjoying the same treatment with them.

④ They are the foreign representatives in the foreign expert organizations or talent intermediary agencies of Chinese permanent representative organizations approved by national Bureau of Foreign Experts Affairs.

⑤ They are the foreign professional technical or managerial personnel with special expertise scarce in China working in the field of economy, techniques, engineering, commerce, finance, accounting, taxation, tourism etc.
  The foreign experts mentioned in the above second and third clause are required to have bachelor or higher degree and related work experience for five or more years, among whom the language teacher is required to have bachelor or higher degree and related work experience for more than two years.

(3) Procedures

Step 1: Firstly, apply for Working Permit of Foreign Experts to China.

Step 2: Apply for the invitation letter of foreigners toChina.

Step 3:.With Working Permit of Foreign Experts to China and the invitation letter of foreigners toChina, Foreign experts should apply for Work Visa in the embassy or consulate of China in his country.

Step 4: Apply for Foreign Experts Certificate after coming to China with the work visa.

Step 5: Apply for residence permit in Entry&Exit Management Administration of Xi’an Public Security Bureau.
