In this golden autumn, guests and friends from home and abroad gathered in the ancient city of Xi’an to discuss eastern and western cultures. On September 18th, the 3rd Sino-French Cultural Forum with the theme of the Belt and Road Initiative: Mutual Learning and Innovation of Culture was opened in Xi’an.

Chen Zhu, the Vice Chairman of the Standing Committee of the National People’s Congress and the Chairman of the Western Returned Scholars Association · Overseas-educated Scholars Association of China, Jean-Pierre Raffarin, the Former French Prime Minister, Hu Heping, the Secretary of CPC Shaanxi Provincial Committee and the Director of the Standing Committee of Shaanxi Provincial People’s Congress, Dai Junliang, the Deputy Head of the United Front Work Department of CPC Central Committee, and Jean-Maurice Ripert (Li Xiang), the Ambassador of France to China delivered speeches at the opening ceremony.

The Sino-French Cultural Forum serves as a cultural bond, aiming to facilitate exchanges and cooperation between China and France in various fields and to promote dialogue and integration of world civilization. On the morning of the same day, the Danfeng Gate conference hall of the Daming Palace National Heritage Park was packed with distinguished guests in a warm and friendly atmosphere. More than 500 representatives from all walks of life in China and France attended the opening ceremony. It unveiled the mutual learning and innovation of Sino-French culture and the in-depth exchanges of the culture along the Silk Road.

Chen Yu said in his speech that the mutual learning among different civilizations was an inevitable choice for the progress and development in civilization. The ancient Silk Road opened the door for exchanges and cooperation between the East and the West, and built a bridge for the integration of the world civilization. The Belt and Road Initiative is a vivid interpretation and reflection of the Silk Road spirit in the current era. It also serves as an important carrier for building a community with a shared future for mankind. As the eastern starting point of the ancient Silk Road and an important node of the Belt and Road, Xi’an plays an important role as a window to spread Chinese culture and conduct international exchanges. As outstanding representatives of eastern and western civilizations, China and France have a profound history of cultural exchanges. Under the new situation, both countries should put people first, cement the foundation of cultural exchanges, enrich the connotation of cultural exchanges in an inclusive approach, pursue innovation-driven development and inject vigor into the cultural exchanges. It is believed that the excellent genes in the culture of China and France will surely be reflected and developed in each other’s culture across time and space and even beyond the country. Shaanxi and France will join hands and use the tremendous energy contained in culture to push the people of China, France, Central Europe and the world to create a better tomorrow for all mankind.

Raffarin said in his speech that the two governments have attached great importance to the Sino-French Cultural Forum. Participated by all sectors of society, it has been successfully held twice in Beijing and Lyon. The cultural-based exchange practice between France and China fully proves that different civilizations can achieve mutual understanding, mutual learning and mutual connectivity, thereby jointly promoting the harmony and stability, and the progress and prosperity of human society. Xi’an is not only a city with a long history, but also a modern city. It highlights the spirit of inheritance and innovation. The profound historical and cultural deposits and modern development are highly desirable. From Xi’an to Lyon, from China to France, from the East to the West, the Silk Road connects the world’s two major civilizations. It is hoped that this forum will become a platform for sharing and being sincere for both sides. China and France will achieve mutual understanding and mutual respect by strengthening dialogue at all levels of culture, so as to further deepen the Sino-French cultural exchanges and promote the integration of eastern and western civilizations.

Hu Heping said in his address that China and France are countries with a long history of civilization and profound cultural deposits. With the theme of the Belt and Road: Mutual Learning and Innovation of Culture, the forum attempts to explore the deeper cultural exchanges and cooperation, which will surely tighten the shared ideals between the Chinese and French people and promote the cooperation between Shaanxi and France to a new level. Shaanxi is one of the important birthplaces of the Chinese nation and the Huaxia civilization, a crucial window for China and France to exchange and communicate, and a key node and gateway for China's opening-up. At present, Shaanxi is vigorously developing the hub economy, gateway economy, and flow economy, and bringing about a new phase of all-around two-way opening up with links running eastward and westward over land and through air. It will promote reform, strengthen innovation and development through opening up, improve exchanges with France in various fields, and deepen pragmatic cooperation in economy, trade, education, science and technology, tourism and culture. Shaanxi and France will work together to make greater contributions to the diversity of world civilization and Sino-French relations.

The three-day forum will hold six main events such as the China-France Mayor’s Dialogue, eight parallel cultural sub-forums, like the Sino-French Youth Forum, and nine cultural exhibitions and exchange activities such as the Dialogue and Photo Exhibition of the Daming Palace and the Palace of Versailles.

The members of the Standing Committee of CPC Shaanxi Provincial Committee including Wang Yongkang, Jiang Feng, and Qian Yin’an, the Deputy Director of the Standing Committee of Shaanxi Provincial People's Congress Guo Qing, the Vice Governor Wei Zengjun, the Director of the Standing Committee of Xi'an Municipal People's Congress Hu Runze and the Mayor of Xi'an Shangguan Jiqing attended the opening ceremony
