Xu Mingfei, male, born in November 1967, is an ethnic Han. He received a Doctor's degree in Engineering, a Senior Engineer, and the National Class 1 Registered Architect. He is also the member of the thirteenth National Committee of the Chinese People’s Political Consultative Conference.

He is currently the Vice Governor of the People’s Government of Shaanxi Province.
