Shaanxi Introduces Seven Exit-Entry Policies and Measures

Shaanxi Provincial Public Security Department has mapped out specific areas to exercise the seven exit-entry policies and measures, confirmed criteria for identifying high-level foreign talents, recommended the Office of China (Shaanxi) Pilot Free Trade Zone and Xi’an Municipal Government for high-level foreign talents to apply for permanent residence. Approved by the Ministry of Public Security, starting from August 15th, 2017, seven exit-entry policies and measures serving the FTZ and National Innovation Demonstration Zone will be officially implemented in China (Shaanxi) Pilot Free Trade Zone and administrative region of Xi’an. The policies and measures are as follows:

1. High-level foreign talents who fit the identification criteria, with a letter of recommendation issued by the FTZ Administrative Committee, etc., can apply for permanent residence for themselves and their spouse, as well as their children under 18 years of age.

2. Foreigners who have worked in Shaanxi for four consecutive years and spent no less than six accumulated months every year in China, who enjoy stable, ensured living and residence, whose annual salary and individual income tax payment have met the standards, who have been recommended by their companies, can apply for permanent residence in China for themselves, their spouse, as well as their children under 18 years of age.

3. Chinese with foreign nationality who possesses a PHD degree or above and a job in Shaanxi, or has worked in Shaanxi for four consecutive years and spent no less than six months in China every year, can apply for permanent residence in China directly.

4. Five-year multiple-entry visas shall be issued to Chinese with foreign nationality who visit relatives, negotiate business, conduct exchanges on science, education, culture, health, and handle personal affairs in Shaanxi; for those who need a long-term stay in Shaanxi to study, work, visit relatives or handle personal affairs, residence permits valid within five years shall be issued according to regulations.

5. For foreign students who are willing to set up businesses in Shaanxi, they can apply for residence permits for personal affairs valid for two to five years (noted “business start-ups”), for the purposes of carrying out graduation internship and starting businesses. During this term of validity, residence permits for work can be issued to those who are employed in accordance with regulations. Foreign college students who are invited for internships by companies registered in entry and exit administration of public security organs at the provincial level, can apply for short-term visas for personal affairs (noted “internship”) at the port of entry, with a view of entering Shaanxi and carrying out internships; foreign students who enter Shaanxi with other types of visas, can also apply to change their visas to short-term visas for private affairs (noted “internship”) within China to conduct internships.

6. For foreigners working in Shaanxi, if they have applied for residence permits for work for two consecutive times without violating laws or regulations, residence permits for work valid within five years shall be issued as per regulations when they apply for such permits for the third time.

7. Skilled talents and senior managers with foreign nationality employed by relevant companies, can apply for work visas at the port of entry with their work permits; if work permits are not available due to limited time, they can apply for talent visas with invitation letters issued by relevant companies.
