2017 Silk Road Expo will be Held from June 3-7 in Xi’an, Shaanxi

The theme of this Meeting is: New Platform, New Opportunity, New Development. The guest country of honor will be the Republic of Serbia, and the guest provinces of honor will be Hubei Provincial Government and Yunnan Provincial Government. The Silk Expo will have an appropriate control of the meeting scale, and stick to the principle of holding a professional, international, brand, information-based, and market-based meeting. In addition, it will, in the principle of combining specialty exhibitions and comprehensive exhibitions, take full advantage of the “Internet+” meeting holding system, all-media publicity system, and all-process monitoring system, to build a “Silk & Road” investment and trade platform featuring different directions, different levels, and different orientations.

I. Basic Situations about the Silk Road Expo

The Silk Road Expo is an annual international expo serving the Belt and the Road Initiative, upgraded from the former ITFCEW. It is sponsored by National Development and Reform Commission, Ministry of Commerce, All-China Federation of Returned Overseas Chinese, All-China Federation of Industry & Commerce, China Council for the Promotion of International Trade, State Administration for Industry & Commerce of the People’s Republic of China and the People’s Government of Shaanxi Province. 2017 Silk Road Expo will be held from June 3 to 7 in Xi’an, Shaanxi.

Shaanxi is the starting point of the ancient Silk Road, the geometric center of the territory of China and an important intersection of the Belt and the Road. To implement the national Belt and the Road Initiative, on the basis of combination of its own advantages, Shaanxi determines its basic positioning of making it a new starting point in the Belt and the Road and a new highland of the reform and opening up inland and to upgrade the Investment and Trade Forum for Cooperation between East and West China, which has been held for 19 years successively, to make is a new international cooperation platform, serving the Belt and the Road Initiative. In March 2016, the Investment and Trade Forum for Cooperation between East and West China was formally changed into the Silk Road International Expo and the Investment and Trade Forum for Cooperation between East and West China (the Silk Road Expo for short), and 2016 Silk Road International Expo and the 20th Investment and Trade Forum for Cooperation between East and West China was held from May 13 to 17, 2016 in Xi’an, Shaanxi. Holding of the Silk Road Expo is the concrete action for Shaanxi to integrate in the Belt and the Road Initiative and also the mission undertaken to adapt to the domestic and foreign development trend and contribute to construction of new pattern of the opening up. Successful holding of the Silk Road Expo establishes a new platform for the international cooperation for countries and regions along the Road, provides a new carrier to deepen interaction and communication between East and West China and opens a new window for opening up in West China.

II. General Ideas about 2017 Silk Road Expo

(I) Guiding ideology. Set up and practice ideas of innovation, harmony, green, opening up and shareable development, give full play to functions of Shaanxi as the central zone in the Belt and the Road, promote mutual benefit and win-win result and pragmatic cooperation in various fields in the countries and regions along the Belt and the Road and create a new pattern of overall opening of land-ocean linkage and bi-directional opening up, in accordance with the “five-in-one” overall layout and Four-Pronged Comprehensive Strategy.

(II) Overall goals. The overall goals of 2017 Silk Road Expo are to make the Expo’s level high, influence wide, originality new, efficiency excellent and service outstanding and make it with strong Silk Road features and high international standard, become a significant window of opening up and cooperation in West and East China, an important carrier for deepening the West Development and an important platform for promoting the Belt and the Road Initiative.

III. Requirements for Collection of the Overall Plan

(I) Comply with the national overall strategy and Shaanxi’s decision arrangement, actively serve the Belt and the Road Initiative, opening up and cooperation of West and East China and deeply promote the West Development according to the new requirements the State proposed to expos, that is, orienting to be professional, international, branding and information, integrate functions, such as government affairs, commerce, exhibition and conference, as a whole, strive to improve level of the Expo, strengthen the Expo’s public confidence, internationalism, authority and interactivity and improve the Expo’s popularity, reputation and influence.

(II) Fully understand significance of the Expo, grasp consistency between the overall plan and practical work. There should be realistic feasibility. Highlight features and hot spots of the Expo and fully consider Shaanxi elements. The scheme should give consideration to exhibition and investment attraction and travelling traders invitation. The scheme submitted must include the overall plan, plan for major activities, exhibition attraction and organization plan, plan for themed activities, plan for the opening ceremony, publicity and promotion plans, etc.

(III) The overall plan for review should be original, not published in any form and belong to public works. Plans for review or elements used to create for entries shall not violate any copyright, trademark right, paten right or other rights of a third party. The intellectual property of plans submitted by the applicants shall be in the possession of the collecting unit and the plans provided by the applicants will not be returned. Without authorization of the collecting unit, the applicants shall not quote, reprint, copy, lend or transfer the collecting schemes beyond the regulated scope. After completion of collection, the applicants shall return the basic data or promise destroy the data in written form, otherwise, the applicants shall bear legal liability.

IV. Requirements for Signing up for Collection

(I) All the legal entity with independent agency in regular and legal operation, with experience in planning of large exhibitions and good credit in Chinese mainland, Hong Kong and Macao can register. Individual applicants are not acceptable.

(II) Units participating in collection of overall plan for the Expo must submit the enterprise data, including copy of the business license, the organization code certificate, tax registration certificate, identity certificate of legal representatives and excellent creative design works and cases.

(III) Collection procedures. Before September 26, 2016, the collecting units submit applications to the Executive Committee Office of the Silk Road Expo, as required, and make written report, statement, description and budge quotation. Before October 10, 2016, the units submit the complete plans to the Executive Committee Office of the Silk Road Expo for review. Before October 20, 2016, the Executive Committee Office of the Silk Road Expo selects the best plan by review and sign the cooperation agreement.

(I) Qualification of collecting units for review will be cancelled if the units have the following situations: the plan is overdue; content of the plan is changed randomly after submission; the submitted plan does no comply with content and format regulated in the requirements for collection; the planning task is subcontracted or completed by cooperating with other unit; or the plans are the same or similar in most parts. The collecting unit will not pay any fees and not return the collecting plan.

V. Precautions

(II) If any disputes on collection between the collecting unit and the applicants arise, both parties shall solve via friendly negotiation; if they can not be solved by negotiation, any party can appeal to the local court for adjudication via legal procedure.

(III) The Executive Committee Office of the Silk Road Expo will hold all the works submitted by the applicants, therefore, the applicants shall keep their own work files. The overall planning leading group of the Executive Committee Office of the Silk Road Expo is responsible for review plans submitted. The final interpretation right of the collection work is reserved by the Executive Committee Office of the Silk Road Expo.

VI. Institutional framework

Executive Committee Office of the 2017 Silk Road Expo will set up the overall planning leading group. The group leader will be assumed by leaders of Shaanxi Provincial Government and the deputy leader and members will be composed by principles of relevant ministry and commission and departments of Shaanxi Province and experts and professors of related colleges. The working body of the overall planning leading group is set up in the Executive Committee Office of the Silk Road Expo.
