Shangluo: Grand Spectacle in Hinterland of Qinling Mountains
1. City Characteristics and Development Orientation
Shangluo City lies in the southeast of Shaanxi Province. The name, Shangluo, comes from the mountain, Shangshan Mountain, and the river, Luohe River (today's Danjiang River). It is located in central part of Qinling Mountains, and controls the vital communications hub linking Shaanxi Province, Henan Province and Hubei Province. Shangluo City was the fief of a great reformer, Shang Yang, in ancient times.
It covers an area of 19,580.8 square kilometers with a permanent resident population of 2,041231(2020). In 2020, the city’s GDP amounted to RMB 73.95 billion, the growth ranking among the top across Shaanxi Province.
Taking the “advancement and progress” and green development as its main line, Shangluo determined its development orientation as green industry, landscaped urban area and picturesque countryside, made every effort to fight the “five battles” of targeted poverty reduction, modern industry, featured agriculture, region-based tourism and new urbanization, strove to build the leisure capital of the Qinling Mountains, the Silk Road industrial town.
2. Investment Promotion Overview and Investment Environment Features
Shangluo City has built an expressway network linking all counties under it. It enjoys abundant forest and water resources, with fresh air index 20 times higher than the global standard; more than 60 kinds of mineral resources have been discovered by now with potential value over RMB 500 billion; it also has established a joint conference system for city-level investment attraction, extended review of section chiefs by traveling merchants to countries and districts, creating an investment environment that is heart-warming and promising and capable of keeping the investors.
In 2016, the city completed the actual investment fund of RMB 51.5 billion, up by 19.5%; seven enterprises, including Natural&Essence, Baisheng Silk and Zhengtai Energy, have been listed in the Shaanxi Equity Exchange Center.
3. Key Projects in 2017
—Advancing the construction of 70 continued projects with great effort, focusing on the facilitation of key projects with investment more than RMB 5 billion, including Zhen'an Pumped Storage Power Plant, Shangluo Power Plant and Bicon Medicine Industrial Park, and ensuring more than 30 projects completed and put into operation as scheduled.
—Accelerating the construction of projects with investment exceeding RMB 10 billion, including Jinfeng New City and Qinling Characteristic Towns, solidly promoting the preliminary works of 150 key projects such as Yu-Shang Expressway, comprehensive development of new biomedical industry in Shangdan Development Zone of Cyclic Industry and Economy.
—Launching the construction of Manchuanguan National Tourism Leisure Resort; pushing forward with the initiation of Niubeiliang Mountain Nature Reserve, Tianzhu Mountain 5A tourist attraction and 4A tourist attractions such as Jintai Mountain and Jiutian Mountain; endorsing the construction of such projects as Zhongnan Mountain Villa in Zhashui, Phase II of Shangyu Ancient Path-Village and development of the Phase III of Tayun Mountain Scenic Area.
