Yulin: A Shinning Pearl on the Northern Shaanxi

1. City Characteristics and Development Orientation

Yulin is located in the most northern part of Shaanxi Province, in the core area of the energy resource “Golden Triangle” of Shaanxi, Shanxi and Inner Mongolia. It is one of a few areas in the world that are rich in coal, oil, gas and salt at the same time. Its desert, grasslands and lakes are picturesque with magical charm.

It covers an area of 42,921 square kilometers with a permanent resident population of 3,858,900. In 2020, Yulin achieved GDP of RMB 408.966 billion.

With development goal of becoming a powerful economic city in China, cultural city in western China and ecological city north of the Great Wall, Yulin is focusing on promoting construction of regional center city, national energy and chemical industry base and featured modern agricultural base.

2. Investment Promotion Overview and Investment Environment Features

Yulin is located at the intersection of Shaanxi, Gansu, Ningxia, Inner Mongolia and Shanxi. It has formed railway and road network within this area. Yulin Airport has become the second largest airport of Shaanxi Province; it has obvious resource advantages and clear cultural characteristics, becoming an important sector of many national regional planning; its policy stacking effects appear; in terms of investment environment improvement, Yulin has launched the assessment and ranking announcement system, creating a new atmosphere in which businessmen are honest, trustworthy, mutual respect and keep win-win cooperation.

In 2016, Yulin ranked first in Shaanxi Province in terms of growth rate of total export-import goods volume. Jiuxu Express Logistics Park and Alibaba Rural Taobao Mizhi County Service Center have been completed and put into operation.

—High-end Energy and Chemical Industry: Focusing on the development of coal-to-olefins, aromatic hydrocarbon, glycol, ethanol, coal-to-liquids, gas and corresponding downstream industries as well as fine chemical industry centering on the Shenghua CTC project; speeding up the extension of coal chemical to new materials such as synthetic fibre, resin and rubber and downstream high-end products.

—Salt Chemical Industry: Putting emphasis on five industrial chains and developing high value-added fine chemical products like chlorinated polyvinyl chloride, chlorinated polyethylene and green refrigerant.

—New Materials Industry: Laying emphasis on the development of magnesium, aluminum and aluminum-magnesium alloy industries; promoting the utilization of new materials like electronic-grade polysilicon, gallium nitride, carborundum, graphene and sapphire.

—Strategic Emerging Industry: Focusing on the development of strategic emerging industries such as energy conservation and environment protection, equipment manufacturing, new energy vehicle, biopharmaceutical and additive manufacturing.

—Featured Agriculture: Focusing on the development and deep processing of characteristic agricultural products of potato, minor grain crops, vegetables and red dates; forging a whole industrial chain of sheep and developed woolen textile industry.

—Cultural Tourism: Introducing leading enterprises and creating core scenic area by perfecting tourism infrastructure, products system and functions of tourist distribution center.
