Yan'an: Continuing the New Legend of the Revolutionary Base
1. City Characteristics and Development Orientation
Yan’an City is located on Loess Plateau in the north of Shaanxi Province. It is the holy land of “humanity ancestor” for all the Chinese people at home and abroad when looking for their roots. It is also a world-renowned revolutionary site, Chinese historical and cultural city and excellent tourism city.
It covers an area of 37,031 square kilometers with a permanent resident population of 2,282,000(2020). In 2020, Yan’an achieved GDP of RMB 160.15 billion.
Taking the implementation of “high-end energy and chemical to power the city, characteristic industries to enrich its people, cultural tourism to drive economy, improvement of ecological environment and integrated urban-rural development”, Yan’an is accelerating its transformation and development to promote its advancement and progress, so as to build itself into a holy place that national people long for.
2. Investment Promotion Overview and Investment Environment Features
Three-dimensional transportation hub has been formed in the city; the land port has been approved; investment promotion green channel and “one-stop” service system has been established, ensuring the provision of first-class service to businessmen investing in Yan’an.
In 2016, Yan’an completed a total of 495 investment projects, with the capital actually in place being RMB 70.56 billion. Huawei Cloud Computing Data Center, IRICO Photovoltaic Glass Factory and other projects have been under construction.
3. Key Projects in 2017
(1) High-end Energy and Chemical: accelerating the comprehensive utilization, processing and transformation of oil, coal and gas; making full use of comparative advantages like low prices of electricity and gas, introducing a number of high-end energy and chemical key projects, creating new industry clusters of ten-billion level.
(2) Foodstuffs: attracting a number of foodstuff deep processing projects and enterprises, focusing on construction of processing bases related to livestock, potato, bean, fruits, grain and oil, to form a deep processing cluster with total output value exceeding RMB 10 billion.
(3) High-end Equipment Manufacturing: centering on serialized, large scale and high-end products, laying emphasis on the introduction of oilfield services, coal mining equipment and energy and chemical machinery manufacturing enterprises from both China and abroad.
(4) Emerging Industry: actively introducing advanced composite ceramic materials, graphene and other projects and facilitating the development of new materials industry; introducing a group of projects like photovoltaic and wind, biomass and natural gas power generation, constructing new energy base of 5 million kilowatts; attracting high-tech enterprises like optical fibre and cable, big data application software, cloud computing and so on, promoting a stronger big data industry.
(5) Modern Agriculture: speeding up the construction of four production core areas of apple, vegetables, thymus vulgaris mutton and minor grain crops and 200 modern agricultural demonstration parks.
(6) Cultural Tourism: Taking the establishment of six major cultural industry parks as the orientation, developing red tour, Yellow Emperor historical and cultural tour, Yellow River natural heritage tour, Loess customs and cultural tour and green eco-tourism.
