Tongchuan: Practicing the Transformation Development for Transcendence
1. City Characteristics and Development Orientation
Tongchuan City is located in the north of Guanzhong Plain. The profound civilization formed the Hometown of Medicine King, “Ceramics Capital” of Yaozhou and Yuhua Palace Summer Resort. After the founding of PRC, it flourished due to its coal resources and became the “Energy Capital”. It is now an important energy and building materials industry base in northwest China.
It covers an area of 3,882 square kilometers with a permanent resident population of 698,322(2020). In 2020, Tongchuan achieved GDP of RMB 38.175 billion.
With the grand goals of “transformation, beauty, health and wealth”, Tongchuan is planning and constructing six major industrial bases of energy, fruit, modern building materials, equipment manufacturing, food processing, leisure and health, and promoting development transformation of resource-based city. In recent years, this city was named as the National Health City and listed in the Top Chinese Cities for Green Development.
2. Investment Promotion Overview and Investment Environment Features
Tongchuan has planned and created 8 industrial parks, made efforts to create areas with a number of preferential policies and developed a series of supportive policies regarding land and financing; it has also simplified procedures and implemented one-stop approval, one-stop service. Thus far, a number of central enterprises, large enterprise groups, foreign-funded enterprise and provincial key enterprises have stationed in Tongchuan.
In 2016, the city concluded a total of 162 investment projects, with the capital actually in place being RMB 17.797 billion. Unit 1 and Unit 2 of Meixin Captive Power Station and other 26 projects have been completed and put into operation.
3. Key Projects in 2017
(1) Aluminum-Magnesium Deep Processing and Equipment Manufacturing Industry: Focusing on the introduction of automotive aluminum wheel, aero engine parts, 300,000 tons of aluminum-magnesium alloy production line, 1 million sets of electric vehicle rear axles manufacturing, 100,000 electric vehicles, intelligent robot and other projects.
(2) Energy Industry: Paying emphasis on the introduction of such projects as 1.4G PV power generation, expansion of wind power capacity, exploration, development and comprehensive utilization of coal bed gas, petroleum and natural gas.
(3) Cultural Tourism: Centering on the introduction of Silk Road Intelligence Valley Industrial Park and folk cultural tourism, and the bid to host the 3rd World Cabin Expo.
(4) Modern Agriculture: Taking Zhouling Modern Agricultural Sci-Tech Demonstration Park and Haisheng Agricultural Park as the benchmark, attracting and building 3-5 large and leading modern agricultural Sci-Tech demonstration parks.
