Yangling Agricultural Hi-tech Industries Demonstration Zone (“Yangling demonstration zone” for short) is located at the middle of Guanzhong plains, Shaanxi Province, 82km distant to Xi’an in the east and 86km distant to Baoji in the west, covers an area of 135 square kilometers, including planned area 22.12 square kilometers of demonstration zone approved by the State Council; currently, the as-built urban area is about 17 square kilometers. It governs a county-level Yangling district, 4 sub-counties, 1 town and 1 street office, 87 administrative villages, total population 200,000 including 80,000 urban people.
At present, there are more than 1000 registered enterprises, 59 identified as hi-tech enterprises and 22 companies limited by shares, including 1 listed enterprise at home and 4 listed abroad, which forms an industrial pattern based on biopharmaceuticals, green food, environment-friendly agricultural means of production and agricultural and pastoral quality seeds; through years’ efforts, Yangling demonstration zone has become the most potential growth point and bright spot in west development, and is approved as one of ten industrial parks open to APEC, one of five hi-tech zones with key state support and one of six national agricultural experimental areas for both sides of Taiwan Straits. It has passed international and national certification of ISO14001 environmental management and gained titles of national ecological demonstration zone, national health zone and national agricultural tourism demonstration zone.
On July 29, 1997, Yangling Agricultural Hi-tech Industries Demonstration Zone was established upon approval of the State, and was incorporated into national hi-tech industries development zone serial management under the leadership and mode of “joint construction by province and ministry with priority given to province”.
In September 1999, upon approval of the State Council, ten agricultural teaching institutions in the zone were merged into Northwest Agriculture & Forestry University and Yangling Vocational and Technical College, which is the first substantive consolidation of educational and scientific research organizations in China. With enhanced scientific and educational strengths, the Northwest Agriculture & Forestry University entered national “985 Project” and “211 Project” and Yangling Vocational and Technical College was listed into the first group of 28 demonstrative higher vocational and technical colleges. Over years’ development, Yangling has created a new schooling path that integrates agriculture, science and education as well as production, university and research and plays an important role in agricultural research, promotion of practical technologies and talent cultivation.
So far, Yangling demonstration zone, by focusing on arid and semi-arid modern agriculture, has introduced and promoted more than 1700 quality breeds from both at home and abroad, popularized 200 million mu of crop breeds and more than 1000 practical agricultural technologies, from which, more than 50 million peasants have benefitted; economic effect produced by technical demonstration and promotion amounts to about RMB6 billion per year.
China Yangling Agricultural Hi-tech Fair (abbreviated as “Agricultural Hi-tech Fair”) was initiated in 1994 and was jointly hosted by 19 ministries and committees such as the Ministry of Science and Technology, Ministry of Commerce, Ministry of Agriculture, State Intellectual Property Bureau, the Chinese Academy of Sciences, Development Research Center of the State Council and the State Foreign Expert Bureau of the People’s Republic of China as well as the People’s Government of Shaanxi Province upon approve from the State Council in October 1999; the State Administration for Quality Supervision and Inspection and Quarantine joined the sponsors in 2009; assisting sponsors also include the United Nations Food and Agriculture Organization and Industrial Development Organization.
Yangling agricultural hi-tech fair has evolved from originally provincial agricultural fair into one of the most authoritative and influential large composite exhibitions on agricultural hi-tech in China, becomes one of four technological exhibitions under key support from the State and moves toward an internationally fair. As the fair displays agricultural hi-tech achievements, promotes achievement transformation and industrialization and spreads scientific knowledge, it is honored as an “Olympics” of China’s agriculture technology.
In early 2009, the construction of an internationally famed and nationally first-class Yangling modern agriculture demonstration zone commenced. Overall planning of the whole zone features technological support, large-scale progress, industrial chain operation, standardized production and ecological cycle. It covers 100 square kilometers; emphasis is placed on the construction of eight functional parks.
At present, eight industries such as quality breeds of grain and oil, vegetables, nursery stock, fine breeding pig rearing, fine beef cattle rearing, flowers and plants, edible fungi and economical forestry and orchard; more than 1400 new and quality breeds of 17 varieties are displayed; ten thousand mu of grain breed rearing base has yielded 5 million km fine wheat seeds. Vegetable production base has owned more than 4800 sunlight greenhouses, more than 4300 mu of medium vegetable shelters; fruit trees nursery stock base covers more than 7000mu and enables 1000mu walnut seed rearing base in Wugong County. Projects to be completed include livestock cultivation projects such as Kingbull husbandry, Aoyuan husbandry and ten thousand of Qinchuan dairy and beef cattle as well as production demonstrative bases for quality edible fungi, flowers and plants. Enterprise Incubation Park has attracted 12 agriculture technology incubation enterprises. A number of leading enterprises such as Jiangsu Yurun and Beijing Huiyuan were built and put into production in Agriculture Products Park. Logistics Park has newly introduced 4 grain and oil logistics enterprises; Jingyang green fruits and vegetables wholesale market was built and went into operation. Breakthroughs have been made in mechanism innovation of land circulation and farmers’ organization; 28 land banks have been created and 24,000 mu land was put into circulation; 200 professional cooperative groups of farmers were established, benefiting more than 6000 peasant households. A group of domestic and foreign enterprises entered into the park; more than 30,000 cadres and ordinary people from 23 provinces have paid visit to the park. Construction of the park helps improve the adjustment of industrial structure, increases peasants’ incomes and gives further play to the core demonstration role of Yangling modern agriculture industrialization.
Grand China Yangling Agri Hi-Tech Fair
China Yangling Agri Hi-Tech Fair (“CAF” for short) is a national 5A agricultural comprehensive exhibition approved by UFI, also one of the four major scientific and technological exhibitions supported by the state. The latest brand value of “CAF” is up to RMB 87.119 billion Yuan as evaluated.
Founded in 1994, CAF has been successively held for 25 sessions. During the 25 years, CAF always adhered to the exhibition tenet of “serving agriculture, rural area and farmers”, and continuously innovated in the operation mechanism, exhibition form, and connotation. With constant improvement in internationalization, marketization and professional level and ever-expanding influence, CAF has become a major platform for demonstration and popularity of agricultural science and technology in China and a major window for international cooperation of agricultural science and technology, playing a more and more important role in the aspects of demonstrating new achievements in agricultural development, assisting in the transformation of scientific and technological achievements in agriculture, guiding the masses of farmers to get rich and promoting the open exchange and cooperation in agriculture, etc.
