Xi’an Yanliang National Aviation Hi-tech Industrial Base (abbreviated as “Xi’an aviation base”), founded upon approval of National Development and Reform Committee in August 2004 and officially put under construction in March 2005, is the first state-level aviation hi-tech industrial development platform in China. In June 2010, the State Council gave a reply that the core parks of Xi’an Aviation Base would be upgraded into “Shaanxi Aviation Economic & Technological Development Zone”; thus, Xi’an aviation base has become the only economic and technological development zone in China that features aviation.

Xi’an aviation base has all the time been highly valued and supported by the State, provincial and municipal governments, and successively was honored as “National Innovation Base for Promoting Trade by Science and Technology”, “China Demonstrative Base for Cooperation and Innovation among Production, University and Research”, “China Civil Aviation Administration Pilot Park of General Aviation Industry”, “National Torch Program Xi’an Aviation Feature Industrial Base”, “National Demonstrative Base for Emerging Industrialization”, “Top 10 Development Zones with Best Investment Value”, “Shaanxi Economic Driving Force Region” and “Shaanxi Business Base for Medium- and Small-sized Enterprises”, and was potently supported in aspects of policy and capital.

Adhering to the idea of “industrial chain construction and cluster development in form of parks”, persisting to the strategy of “being driven by projects” and “industrial cluster” and concentrating on construction spatial development pattern of “one base and four parks”, Xi’an aviation base has primarily formed full industrial chain system where backbone enterprises include complete machine manufacturers, branch industries include aviation engine, airborne system, big aviation parts and new materials, and ancillary industries include aviation components processing, aviation repairs, subcontracted production, aviation education and training and aviation tourism and exposition. So far, there are more than 300 registered enterprises in aggregation; the ability to provide ancillary items is enhanced; industrial cluster scale is increasingly expanded; effects of an industrial cluster are getting more dominant

In October 2009, the “China International General Aviation Conference 2009” – the highest standard and largest scale general aviation meeting in China – was held herein; in 2007 and 2009, two sessions of “Xi’an Aviation Subcontracting and International Cooperation Forum” was held herein successfully; Shaanxi Aviation Industrial Association and Shaanxi Northwest General Aviation Association were founded herein successively.

Xi’an aviation base aims to build a region most suitable for civil aviation industrial development. In the future, the base will become China aviation hi-tech R&D center, international aviation products processing and manufacturing center and the largest aviation tourism exhibition center in Asia, which will play a demonstrative and guiding role in national aviation industrial development and become the most influential aviation industrial park in China.
