Xi'an International Trade and Logistic Park was established by the Shaanxi provincial Party committee, the provincial government and Xi'an municipal government as an innovative approach to help Xi'an adjust its industrial structure, transform its economic development pattern, upgrade its service industry and establish an inland logistics center. The government regards this project as a top priority, according to the strategy of developing the western region.

Located in the delta region between the Bahe River and the Weihe River in northeast Xi'an, capital of Shaanxi province, Xi'an International Trade and Logistic Park occupies 44.6 square kilometers of area and is divided into eight functional areas, including the container operation zone, comprehensive free trade zone, domestic trade zone, comprehensive service zone, residential area, emergency logistics park, industrial transfer zone and urban-rural development area.

Xi'an International Trade and Logistic Park has set up an efficient transportation system featuring rivers, air transport, railways and highways reinforced by the logistics center of Xi'an Railway Container Freight Station, Xi'an Comprehensive Free Trade Zone and Xi'an Highway Port. The park will lower logistics costs, promote the service industry, and accelerate industry agglomeration. It seeks to become the largest international inland port in China and the most important logistics hub in the upper and middle reaches of the Yellow River, as well as a modern city driven by the service industry.   The establishment of the park is firmly supported by the State and provincial and municipal governments and was described in the Opinions on the In-Depth Implementation of the Western Development Strategy.

Since June 2008, when the port administrative committee restructured, the park has made great achievements in setting up an inland port, development zone and eastern new town.

The Xi'an International Trade and Logistic Park plans to develop into an influential international inland port in China targeting both the domestic and international market. It will help to improve the investment environment and set up a solid platform to undertake industrial transfer from China's eastern coastal area and the world.

Xi'an International Trade and Logistic Park will continue to explore the innovative approach of socio-economic integration, strive to promote integrated urban-rural development, and construct a new international town that is modern, ecological and livable.

Xi'an International Trade and Logistics (ITL) Park is an economic pilot zone established by Xi'an and Shaanxi province to build a new highland for inland reform and opening-up. It is an important starting point and main platform for the province and city to implement the national Belt and Road Initiative (BRI).

It is also the core section of China (Shaanxi) Pilot Free Trade Zone (FTZ), the new eastern center of the construction of the Greater Xi'an national central city, and home to the main venue of the 14th National Games.

Located in the delta region between the Bahe River and the Weihe River in northeast Xi'an, capital of Shaanxi province, ITL Park's planned control area is 120 square kilometers and the planned construction area is 89.89 square kilometers.

Its backbone road network is seamlessly connected with Xi'an Third Ring Road and Xi'an Ring Expressway. It is 28 kilometers away from Xi'an Xianyang International Airport, five kilometers away from Xi'an North Railway Station, and only a 15 minute-drive from Xi'an Administrative New Center.

Xi'an Metro Line 3 which passes through the park, has been completed and opened to traffic, and Metro Line 14 will be under construction.

The park is seamlessly connected with eight expressways such as the Shanghai-Xi'an Expressway, Baotou-Maoming Expressway, and Lianyungang-Khorgos Expressway, which is a national multimodal transport demonstration base.

Since its establishment in 2008, relying on the three core platforms of Xi'an Comprehensive Bonded Zone, Xi'an Railway Container Center Station, and Xi'an Highway Port, the park has pioneered the "inland port mode" of "port inward migration, on-site billing, sea-rail intermodal transport, and seamless docking."

It has formed a pattern of opening-up based on the China-Europe Chang'an freight train, Xi'an Port, first-class open ports, and cross-border e-commerce pilots.

In 2020, China-Europe Chang'an freight train operated a total of 3,720 trips and transported 2.81 million metric tons of goods – 1.7 times and 1.6 times that of 2019, respectively.

The park was written four times in the national strategies, such as the Guanzhong-Tianshui Economic Zone Development Plan and Guanzhong Plain Urban Agglomeration Development Plan.

It has proposed support to Xi'an land port construction, created the China-Europe freight train brand, and built an international comprehensive transportation hub.

It has won 15 national titles, including "national modern service industry innovation base," "national cross-border trade e-commerce service pilot core area," and "national e-commerce demonstration base.”

To date, the park has formed an industrial system led by its port-based industry, e-commerce, new finance, modern trade logistics, and sports and health, striving to build the largest inland-type international transit hub and trade and logistics hub in the Belt and Road.
