Weinan National Hi-tech Industrial Development Zone (abbreviated as “Weinan Hi-tech Zone”) is a state-level hi-tech industrial development zone upon approval of the State Council on September 26, 2010, based on Weinan Economic Development Zone approved by Shaanxi People’s Government in 1988 and experimental Weinan Hi-tech Industrial Development Zone established in 1992 upon approval of the people’s government. Weinan Hi-tech Zone is an important part of national Guanzhong Hi-tech Industrial Development Belt, Weinan’s window open to the outside world, the base and experimental area of technological and institutional innovation in Weinan. It covers 49 square kilometers and a planned control area of 31 square kilometers, governs 3 district offices and has a population of nearly 80,000 people. Weinan Hi-tech Zone, located at the center of the Yellow River Delta covering Shaanxi, Shanxi and Henan, is the only way from Central China to southwest and northwest.

To meet the requirement of “high-standard planning, high starting-point construction and high-level management”, Weinan Hi-tech Zone was re-planned to set up six industrial parks as required by urban functions, strengthen infrastructure construction on large scale for development of 13 square kilometers land to the west of Chongye Road, build new urban framework featuring “three vertical, three horizontal roads and one ring”, create an environment where city embraces flowers and water as a garden and that coexists with the city, and constantly upgrades urban functions of radiation, expansion and service.

Considering westward expansion strategy as well as “modern new district of Weinan central city” and “hi-tech zone characteristic of industry, trading and technology” of Weinan City, the control detailed planning for Weinan Hi-tech Zone was re-programmed to set up six industrial parks, create an environment where city embraces flowers and water as a garden and that coexists with the city, and constantly upgrades urban functions of radiation, expansion and service.

Based on its advantages in geography, resources, environment and marketplace, Weinan Hi-tech Zone has formed six industrial parks focusing on mechanical industry, electronic industry, pharmaceutical industry, fine chemical industry, new materials production and agricultural sideline products processing. In agricultural sideline products processing, typical leading enterprises include Bayu Oils, Gaodier Fruit Juice and Danong Feed; new material research and development is represented by non-ferrous metal processing in Jincheng Industrial Park; fine chemical industry is represented by Weihe Coal Chemical Group and Zhongzhong Chemical Corporation; electronic industry is represented by Shaanxi Coilcraft Electronics Co., Ltd. and Haitai Electronics; mechanical processing industry is represented by Shaanxi Beiren Printing Machine Manufacture Company and Herong Electricals; and pharmaceutical industry is represented by Lijun Modern Chinese Medicine Company and Shaanxi Rongxia Pharmaceutical Co., Ltd.

Weinan Hi-tech Zone has advantage in roads and railways including Longhai Railway, Xi’an-Tongchuan expressway, national roads 310 and 108 and provincial road 101 that run across the zone; convenient air transportation as it is only 98km distant to Xi’an International Airport. The zone has a #-type main road framework, including an 18km-long 50-60m wide main road, and has a total road length of 32km. The 14km Weihua railway special line that links to Longhai Railway was built and put into service. The hi-tech zone has worked out zoning plans and industrial plans geared towards the 21st century according to the overall plan of Weinan City; established industrial park, hi-tech park, educational science park, logistics industrial park, agricultural sideline products processing park, recreation and holiday resort, central business district, administrative area and high-grade residential area; basically realized water supply, drainage, sewage disposal, road, power supply, communication and land leveling. There are perfect intermediary service agencies of finance, insurance, labor and information; four state-owned banks have affiliated agencies; mature educational system consists of 2 occupational higher schools and more than 100 private vocational schools; complete lodging, boarding and recreational facilities include Weihe Garden Hotel, Huadu Hotel, Green Garden Park, high-grade houses in Happy City in hi-tech zone and Weinan Trade Square, which can provide good service for your business life. Weinan Hi-tech Zone operates with a management system integrating the Party’s leadership, government and economy and exercises economic administrative authority at the level of prefecture. By open operation and closed management, the management committee implements “services within limited time” for project approval, planning and location, land acquisition, registration and licensing in industry and commerce agency as well as tax registration; offers “enterprise 110” service hot-lines to ensure that “your need is our job”; strict controls various administrative inspections on enterprises and public institutions and tries to create an environment “where the government agency can address any difficulty facing enterprises” and “where enterprises operate legally without government agency’s supervision.”
