The state-level Shaanxi Xi’an Export Processing Zone consists of two areas: A and B (abbreviated as Section A or B of Xi’an Export Processing Zone).

Section A of Xi’an Export Processing Zone, which was established upon approval of the State Council on June 21, 2002 and started operations on April 5, 2004, is located inside Xi’an Economic and Technical Development Zone and covers a total planning area of 2.8 square kilometers with one square kilometers development at the first phase. By the end of December 2006, Section A of Xi’an Export Processing Zone, as the first state-level export processing zone in the northwest area, has become one of 7 pilot export processing zones that extend functions including bonded logistics. So far, Section A of Xi’an Export Processing Zone has introduced more than 40 projects from world top 500 enterprises such as British BP, France ALSTOM, British Rolls Royce and the US United Technologies, the world famous enterprises such as the US TIFFANY, British AMS (supplier of aviation materials) as well as nationally famous enterprises such as Xi’an Aviation Group, Qing’an Group, China National Aero-Technology Import & Export Corporation and BANYANO, which preliminarily created an industrial cluster composed of aviation, mechanics, electronics and new energy resources.

Section B of Xi’an Export Processing Zone, which was established upon approval of the State Council on December 15, 2005 and started operations on November 30, 2006, is located in Xi’an Hi-tech Industry Development Zone and covers a planning area of 1.338 square kilometers with 0.7 square kilometers developed at the first phase. Section B adopts “cluster development” for industrial development, which extensively appeals to competitive industries from both at home and abroad and combines them through an industrial chain to produce industrial cluster superiority, focusing on hi-tech industries such as electronic information, biomedicine and precision mechanics.
