Baoji National High-tech Industrial Development Zone (“Baoji Hi-tech Zone” for short) is a state-level hi-tech zone approved by the State Council in November, 1992. In recent years, Baoji hi-tech zone has achieved great development in relatively short time by aiming to construct a first-class innovative park driven by “industrial development, technical innovation and developing construction”. It has become a highland with complete infrastructure and beautiful ecological environment that converges technological enterprises in Guanzhong-Tianshui Economic Zone and even in the west areas, and has become the powerful engine that drives development of regional economy.
In the light of “cluster development led by a large group, driven by major projects and carried by parks” and by scientifically screening leading industries, playing the role as a leader and constantly adjusting industrial structure, Baoji Hi-tech Zone has gained advantages in seven aspects such as new materials of titanium and titanium alloy, modern transmission equipment of petroleum drilling and production, autos and parts, rapid transit railway equipment, electronic information equipment, intermediate and low voltage transmission and transformation equipment as well as machine tools in order to create a development pattern that encompasses one industrial park and a number of sub-parks, one large industry and several industrial chains, one big cluster and several smaller ones. It has produced a world famous brand “Titanium Valley of China” that marks its advantage in initiative development. At present, it has 2860 registered enterprises, 52 of which have achieved annual sales revenue exceeding one billion, and 18 of which have achieved annual sales revenue exceeding one billion, including those of the world top 500 such as France Schneider, Japan Sumitomo and Germany Siemens as well as those well-known at home and abroad such as Qinchuan Development, Stelux Holding, Baoti Holding, National Nuclear Zirconium Industry and Mengniu Dairy; production bases in the park include the largest vacuum circuit breaker in Asian-Pacific region, petroleum steel pipes, textile electronic devices and equipment, the largest titanium and titanium alloy production base in China, the largest special vehicle production base and new chemical building materials production base in northwestern area.
Industrial cluster in Baoji Hi-tech Zone has become a key point in national industrial layout. Successively, it was awarded the “National Base for New Materials Hi-tech Industry” by National Development and Reform Committee; the “Titanium Industrial Base of National Torch Plan for Base”, the “National Base for Titanium Material Hi-tech Industry”, the “Petroleum Equipment Feature Industrial Base of National Torch Plan” and the “Heavy Truck and Parts Feature Industrial Base of National Torch Plan” by the Ministry of Science and Technology; the “National Innovative Base (New Materials) for Trading Supported by Science and Technology” by the Ministry of Commerce and the Ministry of Science and Technology; the “China Titanium Valley Industrial Cluster” is listed as one of 50 national experimental industrial clusters.
In the next step, Baoji Hi-tech Zone will seize the opportunity of development in Guanzhong-Tianshui Economic Zone and focus on the construction of the new city of science and technology and improvement of innovation capabilities to give full play to important bases of hi-tech industrialization, boost structural adjustment, change growing mode, improve quality and benefit and achieve sound and fast development.
